HH-60W Link-16 Advanced Capability Modernization

This notice is for informational and market research purposes to identify potential sources capable of performing an upgrade and replacement of the Link-16 TacNet Tactical Radio (TTR) with the KOR-24A Small Tactical Terminal (STT) on the HH-60W helicopter fleet. The upgrade is needed to address requirements for Advanced Capability (AC) and Cryptographic Modernization (CM), as the current TTR cannot support these updates, potentially leading to the HH-60W being denied access to the Link-16 network.

The effort includes, but is not limited to:

• Non-Recurring Engineering (NRE): All engineering activities for STT integration into the HH-60W.
• System Integration:
  • Physical & Electrical: Design and manufacture adapter plates, new antenna locations, perform structural/electrical analyses, and integrate a new power conditioning unit.
  • Functional & Software: Ensure Link-16 functionality is maintained, verify STT compatibility in a Software Integration Lab (SIL), and provide technical data/software updates for the Advanced Mission Computer (AMC) and Flight Management System (FMS).
  • Technical Data: Develop and deliver a Technical Data Package (TDP), modification Time Compliance Technical Order (TCTO), and Technical Order (TO) updates.
• Prototyping and Production: Manufacture and deliver two (2) trial installation/kit proof units and ninety-eight (98) production kits (total 100 kits).
• Verification and Testing: Develop and execute validation/verification plans, conduct testing, and deliver reports. Provide a method to load the STT Operational Flight Program (OFP).
• Program Management: Comprehensive management of schedule, budget, subcontractors, and Diminishing Manufacturing Sources/Material Shortages (DMS/MS) issues.
• Cybersecurity: Provide information on known cyber vulnerabilities and evidence of cyber hardening.

Respondents are requested to provide documentation supporting their capabilities in meeting these requirements. The survey includes questions on:

• Business Information (Company details, NAICS code, small business status, CCR registration).
• General Capabilities (Facility, staff, past experience, quality assurance, classified material handling, technical data generation, production capacity, facilities/equipment).
• Hardware Production (Manufacturing/fabrication experience).
• Software Development (Process certification, project management experience).
• Repair and Support (Modification experience, technical order updates, DMS/MS resolution, inventory management).
• Commerciality (Catalog/market prices, workforce, warranty, return process).
