This is a combined synopsis/solicitation for commercial items to procure breakfast and dinner meals for the Iowa Army National Guard's HHC 334th BSB. The service period is from May 31, 2026, to June 13, 2026.

• Provision of breakfast and dinner meals.

• Offerors must submit quotes in accordance with the "Meals Requirements Statement and Menus" identified in the solicitation.

• The Government intends to award a firm-fixed-price purchase order.

• The basis for award is price, to the lowest-priced responsive vendor meeting minimum requirements.

• Quotes are due by May 13, 2026, at 11:00 a.m. local (central) time.

• Quotes must be submitted via email to kelsey.l.letcher.civ@army.mil and kelly.a.burk2.civ@army.mil.

• Invoices must be submitted electronically via Wide Area WorkFlow (WAWF).

• This requirement is solicited as a 100% small business set-aside.

• The applicable NAICS Code is 722310 with a $47 million size standard.

• Offerors must have a current, active registration in the System for Award Management (SAM).

• Attachments include: Meals Requirements Statement, Menus and Headcounts, Contractor Information and Pricing Table, and Provisions and Clauses.

• The Unit Point of Contact (POC) will be provided to the selected vendor upon contract award.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for catered meals to be provided to the Iowa Army National Guard's (IA ARNG) HHC 334th BSB during a training event from May 30 to June 13, 2026.

• Provide buffet-style serving lines for breakfast and dinner.

• Set up serving lines approximately 30 minutes prior to mealtime.

• Ensure hot food is maintained at or above 135°F and cold food at or below 41°F during the serving period.

• Provide all necessary serving containers, utensils, disposable plates, cups, napkins, and eating utensils.

• Provide equipment and materials for food preparation, storage, serving, and removal.

• Provide heating and cooling sources to maintain food temperatures.

• Coordinate with the Unit Food Service NCO or designated personnel for serving line setup, replenishment, and dining area maintenance.

• Food temperatures must be maintained within specified ranges (hot >= 135°F, cold <= 41°F).

• Compliance with Iowa Code Chapter 137F, AR 30-22 Army Food Program, and Tri Service Food Code (TB Med 530).

• Meals must meet minimum standards of the Index of Recipes Armed Forces Recipe Service (TM 10-412).

• Headcount verification will be conducted using IA Form 1544 and AFMIS Closing Report.

• Meal Serving Times:

• Government will provide tables for serving lines and dining area setup (chairs included). Government will NOT provide other equipment or appliances, nor electrical service or water unless approved by the Contracting Officer.

• Contractor must provide food thermometers for on-site monitoring and instructions for meal preparation and temperature maintenance.

• Menus will be provided by the Government. Contractors may propose deviations for starch, vegetable, bread, dessert, and beverage items, subject to approval. Entrée and salad deviations are not permitted.

• Invoices must be submitted electronically via Wide Area Workflow (WAWF).

• All changes to contract terms must be made through the Contracting Officer.
