Quick Summary
The Federal Highway Administration (FHWA), Central Federal Lands Highway Division (CFLHD) has issued a Special Notice (Sources Sought) for the HI STP 360 Hana Highway Bridges project on Maui, Hawaii. This notice is for information purposes only and is not a request for proposals. The government seeks industry input regarding the potential use of a Project Labor Agreement (PLA) and its impact on bidding, estimated cost increases, and whether the project can only be completed by a limited pool of contractors. Responses are due by March 4, 2026, 4:00 PM MST.
Scope of Work
This project involves improvements to 6 of the 59 existing bridges along State Route 360 (Hana Highway) between mile markers 6.0 and 28.4. The purpose is to upgrade bridges to 16-ft curb-to-curb minimum widths, meet HL-93 loading capacities, current seismic criteria, and MASH TL-2 crash-tested railings, while preserving their historic and rural character. Key bridges include Kailua Stream, Makanali Stream, Puohokamoa Stream, Kopiliula Stream (new alignment), Ula’ino Stream, and Mokulehua Stream.
The scope includes the replacement of these 6 bridges, ranging from 23 to 85 feet in length, with five single-span and one two-span bridge. Construction will involve building new abutments behind existing cement rubble masonry (CRM) while protecting the CRM in place. The project anticipates accessibility and material/equipment delivery challenges, requiring numerous night and multi-day closures of Hana Highway, with significant public outreach.
