• This acquisition is a 100% total small business set-aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for invasive and nuisance plant control within the Hole-in-the-Donut (HID) Mitigation Bank in Everglades National Park. The project includes three main actions: HID Spoil Mound Treatment, HID Willow Treatment, and HID Cattail Treatment.

• The Contractor shall furnish all labor, equipment, PPE, herbicides, dyes, and adjuvants for exotic and nuisance plant control within the HID.

• A complete proposal package must include a site-specific technical approach, key personnel qualifications, proposed herbicide list with SDS, application methods and dates, a safety plan, and a detailed price proposal.

• The work involves treating specific invasive plant species, including Brazilian pepper, shoebutton ardisia, lantana, Burma reed, elephant grass, lead tree, para grass, taro, and willow, across various designated mounds and areas.

• Specific tasks detail the treatment of 8 mounds, 54 acres of willow, and 208 acres of cattail.

• The Contractor must adhere to all Federal, state, and local safety regulations regarding herbicide use, storage, transportation, application, and disposal.

• All herbicides must be EPA/FDACS registered or have appropriate Florida Special Local Needs registration.

• Daily Progress Reports (DPR) detailing treatment information (applicator, location, species treated, acres treated, herbicide used, etc.) are required.

• Location coordinates for all treatment sites must be obtained using GPS (UTM-North 17, NAD-83 datum).

• A minimum 95% effectiveness rate in preventing re-sprouts of targeted vegetation is required for all treatment efforts. A follow-up treatment at no additional cost will be required if this rate is not achieved within three months post-completion.

• The HID is located in Everglades National Park, Miami-Dade County, Florida.

• Willow and cattail treatment is best completed during the dry season (mid-November to mid-April).

• Mound treatment is not limited by weather or water levels and can be performed year-round.

• An on-site crew supervisor, who is a certified pesticide applicator in Florida, must be present at all times.

• Crew members must be knowledgeable of local invasive/exotic plant species and adhere to safety regulations.

• Vehicles and equipment must be inspected and power-washed before entering Everglades National Park to prevent the spread of unwanted substances.

• The Contractor must provide a site-specific safety plan and comply with OSHA rules and procedures.

• Invoices must include Daily Progress Reports and GPS track log data.

• A detailed cost proposal is required, addressing potential treatment alternatives for wet or dry conditions.
