The USAFE-AFAFRICA is conducting market research through a Sources Sought notice for the supply and installation of High-Altitude Electromagnetic Pulse (HEMP)-hardened Cummins Inc. Rugged Mobile Power (RMP) generators (30 kW). These generators are required for critical nuclear command, control, and communications (NC3) systems across multiple installations in the European theater. Scope of Work

The contractor shall provide HEMP-hardened 30 kW Cummins RMP generators, coordinate and support HEMP survivability testing, deliver technical and hardness maintenance documentation, and ship fully compliant units to designated USAFE-AFAFRICA locations. Key tasks include:

  • Manufacturing/ordering generators meeting technical requirements (30 kW, 1PH/3PH, 50/60/400 Hz).
  • Scheduling and coordinating HEMP Threat-Level Illumination (TLI) testing per MIL-STD-2169 and MIL-STD-188-125 at approved facilities (e.g., NAWCAD Patuxent River).
  • Providing support equipment and personnel during testing.
  • Shipping generators to final destinations after successful testing and certification.
  • Supporting Government inspection, functional testing, and acceptance.
  • Providing all required technical documentation, test plans, test reports, and HMHS documentation.

Generators must conform to MIL-DTL-32496, operate from -50°F to 135°F, comply with MIL-STD-461F for electromagnetic compatibility, and be capable of operation with specified military fuels. Deliverables include the generator set, DD Form 250, manuals, parts catalog, Certificate of Conformance, HEMP test documentation, and warranty.

Delivery Locations

Generators are required for Aviano AB (Italy), Incirlik AB (Turkey), RAF Lakenheath (England), Kleine Brogel (Belgium), Buechel (Germany), Volkel (Netherlands), and Ghedi (Italy).
