Quick Summary
The U.S. Air Force is conducting market research via a Sources Sought notice for High Altitude Electromagnetic Pulse (HEMP) Hardened Generators. This effort seeks to identify qualified OEMs or authorized/certified OEM resellers capable of supplying and servicing commercially available, BRAND NAME OR EQUAL, Cummins Inc. HEMP-hardened Rugged Mobile Power (RMP) generators in 5 kW, 10 kW, 15 kW, 30 kW, and 60 kW models. The goal is to establish a potential future multiple-year Blanket Purchase Agreement (BPA) to support 42 OCONUS USAFE installations. Responses are due April 17, 2026.
Scope of Work
The generators are critical for ensuring the survivability of mission-critical Command, Control, Communications, Computers, and Intelligence (C4I) and Nuclear Command, Control, and Communications (NC3) system platforms in a post-HEMP environment. A paramount requirement is documented, official proof of successful HEMP survivability testing at the Horizontally Polarized Dipole (HPD) EMP Simulator at NAWCAD, Patuxent River, MD. The generators must comply with MIL-DTL-32496 and MIL-STD-461F.
Key requirements include:
- Full compliance with all specifications (as detailed in the attached document).
- Delivery of complete documentation packages, including Hardness Maintenance/Hardness Surveillance (HM/HS) procedures per NC3 Directive 501-02.
- Coordination of logistics for shipment to NAWCAD for testing and subsequent delivery to USAFE installations.
- Provision of technical support and traceable HEMP test reports.
- Notification of any changes to product specifications or HEMP certification status.
The attached specifications detail requirements such as multi-fuel capability (JP-8, JP-4, DF-1, DF-2, DF-A), operation in extreme environments (-50°F to 135°F), NBC contamination survivability, battlefield mobility, and low infrared/acoustic signatures.
