High Angle Shooting Training

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide High Angle Precision Rifle Ballistics training for ten members of the 304 Rescue Squadron (304 RQS) to enhance their proficiency and recertification in this critical skill for combat search and rescue and humanitarian response missions.

• Conduct a five (5) day High Angle Precision Rifle Ballistics course.

• Provide all personnel, instructors, equipment, facilities, materials, transportation, supervision, and management necessary for the training, except for Government-Furnished Property (GFP).

• Provide six (6) rental rifles compatible with course requirements and ammunition calibers.

• Training must cover a minimum of 12 specific training requirements including zero confirmation, recoil management, Kestrel instruction, shooter/spotter communications, chronograph data collection, alternate shooting positions, extreme high/low angle engagements, cross-canyon engagements with variable winds, internal/external ballistics, low light/no light engagements, and a culminating exercise.

• Ammunition must be commercially manufactured, serviceable, and compatible with provided rifles.

• Maintain a safety plan and risk mitigation strategy for all live-fire and movement-based training.

• A qualified Range Safety Officer (RSO) must be present during live-fire operations.

• Basic life support (BLS) capabilities, including trauma kits and trained personnel, must be available on-site.

• The training venue must be within sixty (60) minutes of a medical facility capable of handling traumatic injuries.

• All safety incidents or injuries must be documented and reported within twenty-four (24) hours.

• Period: April 27, 2026 – May 01, 2026

• Location: Pollock, Idaho 83547

• Provide range facilities capable of supporting high-angle shooting, cross-canyon engagements, and extended distances up to 2,500 meters.

• Include a classroom with seating for 12 personnel and HDMI-capable AV equipment.

• Ensure mountainous terrain with dynamic wind conditions.

• Provide steel targets and moving target systems.

• Provide secure arms storage and cleaning area.

• Provide off-road vehicles for range movement.

• Provide Wi-Fi and basic life support amenities.

• Contractor is not responsible for lodging, meal, or other food item costs for attendees.

• Deliverables include: training schedule, packing list, instructor roster and qualifications, final training completion roster, and an after-action report.

• The Government will evaluate performance based on adherence to schedule, quality of instruction, safety compliance, and delivery of required services.
