Scope of Work

The USCG seeks commercial-off-the-shelf (COTS) or non-developmental items that can serve as a maintainable, form-fit-function replacement for current standard definition systems, aiming to improve situational awareness and mission effectiveness without significant airframe modification. The hoist camera will be mounted externally to view the cable path during operations, and the system should provide a video feed to a Digital Video Recorder (DVR) for storage and extraction to a Windows 11 PC via a removable memory unit.

Key Requirements

The desired systems must meet specific operational, physical, electrical, and performance criteria as outlined in Attachment 1. Key aspects include:

  • Operational: Integration with existing aircraft hardware, clear capture of hoisting operations (40-200 ft below), real-time video streaming via RG-179. The proposed solution is an open platform (ONVIF), but cameras will not be integrated; they will feed a DVR.
  • Physical: Camera footprint ≤ 2.25" x 2.25", weight ≤ 2.0 lbs, withstand shock, vibration, saltwater corrosion (RTCA DO-160), 100% waterproof, operating temperature -40°C to +70°C, fog-proof lens.
  • Electrical & Performance: 28VDC power, RG-179 coaxial data interface, HD signal types (720p, 1080p, 4K), 1/3-inch CCD/CMOS sensor (min 720 horizontal TV lines), low-light sensitivity, specific lens fields of view for hoist (approx. 54°H x 70°V) and cabin (approx. 74°H x 90°V).
  • Compliance: MIL-STD-704F, MIL-STD-461E/G, MIL-STD-810H, RTCA/DO-160E/G, MIL-DTL-26482H connectors.

Submission Requirements

Interested parties must complete Attachment 2 – Sources Sought Notice Response and provide a detailed narrative addressing requirements. Submissions should include:

  • Product specifications, data sheets, mounting layouts, current TRL and production status, warranty, support terms.
  • Past performance with ruggedized camera systems for military/aviation.
