High-Performance Compute System Administration Support

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide on-site Hewlett Packard Enterprise (HPE) High-Performance Compute (HPC) system administration support services to the Naval Oceanographic Office (NAVOCEANO) for a period of one year.

• System and Network Administration: Install, configure, and maintain HPC hardware and software, including compute nodes, Slingshot interconnect, Lustre parallel file system, and operating systems. Manage user accounts, access controls, and job scheduling. Monitor system health, perform routine maintenance, and manage hardware repairs. Maintain detailed system documentation and manage the HPC network architecture. Optimize storage performance and implement backup/recovery procedures. Install and manage HPC software applications, compilers, libraries, and scientific applications. Provide expertise on HPC system administration best practices.

• Operational Support: Provide technical support to end-users and staff, serving as the primary point of contact for HPC system issues. Develop user documentation and conduct training sessions. Analyze and optimize AI/ML algorithm performance on the HPC cluster. Provide guidance on code parallelization, GPU utilization, and efficient use of the interconnect and file system. Install and maintain the AI/ML software stack, including machine learning frameworks and containerization technologies. Develop and deliver training sessions and documentation for government personnel to enable smooth transition to government ownership.

• Cybersecurity Compliance: Ensure the HPC system meets all applicable Department of War (DoW) and DoD cybersecurity standards, including system hardening, vulnerability management, security monitoring, incident response, and compliance documentation. Apply security patches and updates in accordance with NAVOCEANO and DoN policies. Ensure compliance with DISA STIGs, RMF, and agency-specific security policies.

• Knowledge Transfer and Training: Provide training and mentorship to NAVO's IT staff on security best practices, system configuration, troubleshooting, and maintenance. Deliver formal training sessions and create knowledge base articles. Facilitate knowledge transfer for independent system management by NAVO staff after the contract period.

• Quality of Service: 100% accuracy rate for actions completed.

• Prepare and submit reports: 98% accuracy rate for every report completed.

• Prepare and submit documentation: 98% accuracy rate for every document completed.

• Period of Performance: 12 months after award.

• Place of Performance: NAVOCEANO, Stennis Space Center, Mississippi.

• The contractor shall furnish all equipment, tools, materials, supervision, and other items necessary to perform the services, except for Government-furnished property/equipment/resources.

• Contractor personnel must have the combination of education and experience required for OPM General Schedule Qualifications Standard, IT Specialist Series 2210 or Computer Scientist Series 1550, with specialized knowledge of HPC systems, AI/ML, LINUX, parallel file systems, GPU-accelerated compute nodes, and high-speed network interconnects.

• Contractor personnel must obtain and wear badges. They must identify themselves as contractor employees.

• The contractor shall assign a Program Manager (PM)/Contract Manager (CM) as the single point of contact.

• Contractor shall attend post-award conference and periodic progress meetings.

• The overall classification of this contract is CUI (Controlled Unclassified Information).

Request for Information (RFI) / Sources Sought Notice

This notice is for informational and planning purposes to identify qualified sources for an anticipated Firm Fixed Price (FFP) contract for on-site High-Performance Compute (HPC) system administration support services. The services will support the Naval Oceanographic Office (NAVOCEANO) at the John C. Stennis Space Center in Mississippi. This is not a solicitation for proposals, and no contract will be awarded from this announcement.

• On-site HPC system administration support services.

• Support for NAVOCEANO's high-performance computing infrastructure.

• Services to be provided in accordance with a draft Performance Work Statement (PWS).

• Anticipated Contract Type: Firm Fixed Price (FFP).

• Anticipated Period of Performance: Twelve (12) months after the date of award.
