Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The United States Air Force (USAF), specifically the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base (WPAFB), Ohio, on behalf of the Air Force Institute of Technology (AFIT), is conducting market research through a Sources Sought Notice. The purpose is to identify potential sources, including Small Businesses, capable of providing a High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) system with Mass Hunter Software for data analysis. This notice aims to determine the availability of qualified sources to support this requirement. Responses are due by July 3, 2026, at 11:00 AM Eastern Time.
Scope of Work
The Government requires the procurement and installation of one (1) HPLC-MS system. This system will be used for analytical chemistry techniques, particularly for studying organic chemicals in water, and for research sponsored by the Air Force Civil Engineering Center (AFCEC) and the EMGT 640A (Research Methods) course. Key requirements include:
- HPLC-MS System: Must be installed by the Original Equipment Manufacturer (OEM). Components must be from the same manufacturer, communicate via CAN, and be compatible with Agilent software.
- Mass Spectrometer (MS): Triple quadrupole type with Electrospray Ionization (ESI) and Atmospheric Pressure Chemical Ionization (APCI) capabilities, fixed nebulizer, autotune feature, 110v operation, and a mass range of 2 to 3000 AMU.
- Software: Mass Hunter Software for data acquisition, qualitative, and quantitative analysis, which must be upgradable.
- Additional Components: Diode Array Detector (S/N < 0.6µAU/cm), humidity-controlled autosampler, heated column compartment (at least 6 columns), and a quaternary pump or two binary pumps.
- Origin: The system must be made and assembled in the United States of America.
- Service: Manufacturer must provide a minimum of ten years of service for parts, software, and hardware.
- Warranty: Two-year warranty against defects in material and workmanship.
