Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Department of Agriculture (USDA) Agricultural Research Service (ARS) is conducting market research through a Sources Sought notice to identify potential sources for a High-Performance Liquid Chromatography (HPLC) System with an Electrochemical Detector (ECD). This system is required for their facility in Madison, WI. Responses are due March 13, 2026.
Scope of Work
The required HPLC system must include all essential components: autosampler, degasser, pumps, column oven, columns, detector, controller, and necessary accessories and software. All major parts should ideally be from the same manufacturer or supported by them. A critical requirement is that the flow path must be non-metal, specifically using PEEK tubing, and capable of enduring a pH range of 1.0-14.0 with a minimum pressure tolerance of 20 MPa. The system needs multiple pumps or a single pump capable of gradients, with high flow rate accuracy (+/- 2%) and precision (0.06%). The autosampler must offer temperature control (4-40C) and high injection accuracy (+/- 1%).
A specific Electrochemical Detector (ECD) is required, preferably from the same manufacturer, and must include a gold (Au) electrode for sugar analysis. The system should be modular to allow future detector installations. Technical installation and initial testing by a U.S. Citizen technician are mandatory. Additional specifications include remote monitoring support, auto-diagnostics for pumps, a degassing unit for up to three solvents, a fast autosampler with low carryover, and a column oven with automatic information management. A warranty of at least 1 year, preferably 2 years or more, is expected.
