Justification
This proposed Delivery Order is sole-sourced to Collins Aerospace under the authority of 10 U.S.C 3204(a)(1) as implemented by FAR Subpart 6.302-1. Collins Aerospace is the Original Equipment Manufacturer (OEM) of the E-6B HPTS-M system and possesses the unique experience and familiarity required to meet the Government's needs, as no other source can satisfy the agency's requirements.

However, the Government will consider all capability statements received by March 27, 2026, to determine if a competitive procurement is feasible.
