High Pressure Air Compressor, 18,000 hour overhaul

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform an 18,000-hour maintenance overhaul on two (2) ship's High Pressure Air Compressors (HPACs) and to perform an electrical and condensate drain upgrade due to obsolete equipment.

• The two used HPAC compressors (Dresser-Rand, Model N20NL-11C, Serial Numbers XM51224 and XM51318) will be delivered from Alabama Shipyard to the OEM-approved facility for shop overhaul.

• Tasks include draining and disposing of liquids, removing and replacing crossheads, connecting rod crankpin bearing shells, cleaning parts, inspecting and measuring critical dimensions, removing and replacing crankshaft and main bearings, cleaning and inspecting the oil pump, replacing the crankshaft oil seal, cleaning and inspecting piston rod oil wiper assemblies, overhauling the freshwater pump, cleaning the cooling water system, hydrostatically testing the cooling water system, refurbishing the manual condensate drain manifold, drain line check valves, and unloading valve/pilot valve.

• An electrical and condensate drain system upgrade will be performed to ensure supportability for future repairs/service requirements.

• The contractor will prepare equipment for testing and accomplish an operational test in the OEM Workshop in the presence of MSCREP.

• After completion, the contractor will coordinate transportation of the overhauled HPACs from their workshop back to LP-26 Norfolk Warehouse.

• "As Found" condition reports are required for the freshwater pump, oil pump, air coolers, and cooling water heat exchanger.

• "As Found" condition reports are required for the crankshaft, including recommendations for replacement if tolerances are exceeded.

• "As Released" condition reports for the HPACs are required.

• All reports and checklists must be completed and signed by the performing personnel and countersigned by the Company's representative.

• Reports detailing deficiencies, recommended repairs, and parts required are to be submitted to MSCREP.

• Painting and lagging must restore all new, soiled, and disturbed surfaces to match surrounding surfaces.

• An OEM authorized field service representative must provide services for all work and testing to ensure compliance with manufacturer's standards and performance specifications.

• The HPACs will be delivered to the Contractor's Facility for shop overhaul.

• The overhauled HPACs will be returned to LP-26 Norfolk Warehouse.

• Do not allow grease or oil to contaminate parts that contact the air stream.

• Ensure all lockout/tagout procedures are in accordance with current shipboard instructions.

• Refer to specific NAVSEA Tech Manuals (T6220-AS-MMO-010 and S6220-DR-OMI-B10) for detailed procedures.

• Drain and dispose of any liquid in accordance with federal, state, and local regulations.

• Replace any components exceeding allowable tolerances or are otherwise damaged.

• Perform magnetic particle testing on the crankshaft.

• Replace O-ring in sump drain plug.

• Clean all oil pipes, including those previously removed and the lube oil strainer.

• Matchmark wiper ring segments before disassembling for correct reassembly. If one segment needs replacement, change the entire set.

• Prepare technical manual/drawings for the electrical and condensate drain system related upgrades performed.
