This is a combined synopsis/solicitation for commercial items to procure the rental of three (3) self-contained compressed air systems. The contract will be a Firm Fixed Price (FFP) Single Award Contract. The requirement is set aside for Small Business. Paper copies of this solicitation will not be available.

• Quotes must be submitted in two volumes: Volume I - Technical Specifications and Delivery, and Volume II - Price.

• The technical quote shall not contain any reference to price.

• Evaluation will be based on Technical Specifications and Delivery, which are significantly more important than price.

• Price quotes will be evaluated for fairness and reasonableness.

• The Government intends to award without discussions, but may conduct them if necessary.

• Inquiries should be submitted in writing by May 27, 2026, 10:00 AM EST.

• Quotes are due by May 27, 2026, 10:00 AM EST.

• Small Business Set-Aside.

• Quoters must be registered in the System for Award Management (SAM).

• Applicable FAR and DFARS provisions and clauses are incorporated by reference.

• The contract will be DX rated order / DO rated order certified for national defense, emergency preparedness, and energy program use.

• Quotes over 10 pages in total will not be accepted by facsimile.

This document, "Technical Capability/Contractor Responsibility Certification Statement," is an attachment (Attachment A) that must be completed and submitted with a vendor's quote to be considered technically acceptable for award. It requires the vendor to certify whether their proposed compressed air systems meet each specified capability, feature, and specification.

• Technical Capabilities Statement: A detailed list of requirements for the compressed air systems, including:
  • Free Air Delivery (92 SCFM at 5,000 psig).
  • Breathing air quality certification (per OPNAVINST 5100.23 or OSHA regulations), with specific limits for Oxygen, Carbon Dioxide, Carbon Monoxide, Hydrocarbons, temperature, water content, oil content, and particulate size.
  • Compressor controls (start/stop, adjustable set points between 3000-5000 psi).
  • Electrical power requirements (460-Volt, 3-phase, 60HZ, 100 Amps max).
  • Self-contained system without additional utilities.
  • 24/7 operational capability.
  • Self-regulating controls with automatic alarms and indicators.
  • Required accessory equipment (filtration/purification, air filter, air dryer, after-cooler, air receiver, hygrometer, CO Monitor).
  • Weather resistance (NEMA Type 4).
  • Portability and container specifications.
  • Compliance with OSHA and ASME Boiler and Pressure Vessel Code.
  • Specifics on condensate discharge, drip pans, relief valves, and pressure gauges.
  • Power cable, outlet fittings, discharge piping, and inlet filter requirements.
  • Lifting attachments and marking requirements.
  • Stamping of key system information (air capacity, pressure, horsepower, RPM, manufacturer, serial number).

This form is critical for bidders as it outlines the precise technical requirements for the compressed air systems. Completing it accurately demonstrates understanding and compliance with the government's needs. Failure to complete this form in its entirety will result in the quote not being considered technically acceptable.

Statement of Work (SOW)

To provide three (3) self-contained, high-pressure (5,000 psig) compressed air systems for ship service applications, including breathing air, at Norfolk Naval Shipyard (NNSY).

• Supply three (3) each self-contained compressed air systems capable of delivering at least 92 SCFM FAD at 5,000 psig.

• Systems must be electrically powered (460-Volt, 3-phase, 60HZ, 100 Amps max) and self-contained, requiring no additional utilities.

• Air quality must meet breathing air standards per OPNAVINST 5100.23 and OSHA regulations, with specific parameters for Oxygen, Carbon Dioxide, Carbon Monoxide, Hydrocarbons, temperature, water content, oil content, and particulates.

• Systems must be capable of 24/7 operation and self-regulating with automatic controls, alarms, and indicators.

• Equipment must be weather-resistant (NEMA Type 4) for outdoor use and directly exposed to weather and salt air.

• Systems must include a filtration/purification system, oil removal filter, heatless air dryer, air-cooled after-cooler, and an electronic hygrometer.

• Each system requires a CO Monitor to alarm and secure the compressor at 10 PPM.

• Construction must be containerized or skid-mounted, portable, and within specified dimensions (8'-0" W x 20'-0" L x 10'-0" H).

• Compliance with applicable OSHA and ASME Boiler and Pressure Vessel Code is required.

• Systems must include drip pans, relief valves with seals, calibrated pressure gauges, and specific power cable/outlet fittings.

• Lifting attachments must be rated for gross weight with a design factor of five to one.

• Equipment must be marked with air capacity, pressure, horsepower, RPM, manufacturer, and serial number.

• Location: Norfolk Naval Shipyard (NNSY), inside the CIA area at Pier 5A (subject to change within NNSY or externally to Naval Station Norfolk).

• Period of Performance: To be determined, with an option to extend for up to two (2) six (6) month periods. Start time may change due to ship's schedule.

• Contractor must provide POC information, deliver and retrieve equipment at no additional charge.

• On-site start-up training is required, including system operation and basic monitoring.

• Contractor must provide written procedures for cartridge/filter change-outs and supply sufficient cartridges/filters for one complete change-out.

• Replacement cartridges/filters and all consumables (oil, antifreeze) are the contractor's responsibility at no extra cost.

• Engineering drawings/sketches and a Standard Operating Procedure are required.

• 24/7 on-call repair service is required, with on-site repairs initiated within 24 hours of notification. Replacement of malfunctioning units/components within 72 hours is required.

• Contractor is responsible for equipment during removal/return for repair.

• Contractor personnel require authorization for work/maintenance.

• Lost items or damage beyond normal wear and tear must be claimed separately.

• Government reserves the right to return units early with prorated costs and 24-hour notice.

• Contractor must contact NNSY 10 business days prior to rental end date for pickup confirmation.

• Equipment must be preserved and packaged per manufacturer's commercial practice for common carrier delivery.

• Safety requirements include adherence to Federal and State OSHA, Hazardous Energy Control (HEC) procedures, and specific NNSY safety protocols.

• Defense Biometric Identification System (DBIDS) card and NAVSEA Badging are required for access to NNSY.

• Portable Electronic Devices (PEDs) restrictions apply within controlled areas.

• Access to classified information or spaces requires appropriate security clearance and a NAVSEA badge.

• Controlled Unclassified Information (CUI) handling procedures must be followed.

• "Seated" contractors require check-in and specific security education/training.

• Interface requirements for electrical connections are detailed in Appendix A.
