Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The National Institute of Standards and Technology (NIST) is soliciting quotations for a High Resolution Gas Chromatograph Mass Spectrometer (GC-MS) system. This Total Small Business Set-Aside opportunity seeks a firm-fixed-price purchase order for a ThermoFisher Scientific Orbitrap Exploris GC 240 or equivalent system. Award will be based on the Lowest Priced, Technically Acceptable offer. Quotations are due April 17, 2026, by 5:00 PM ET.

Purpose & Scope

NIST requires a high-resolution GC-MS system to conduct non-targeted analysis for compound discovery of contaminants at ultratrace levels in ultra-pure water and other solvents. This acquisition aims to enhance yield in semiconductor manufacturing by identifying trace organic impurities.

The required system must be a ThermoFisher Scientific Orbitrap Exploris GC 240 or equivalent GC-HRMS. Key technical specifications include support for various injection techniques (liquid, headspace, SPME, purge-and-trap), high-resolution (>100,000 at m/z 200) and high-accuracy mass spectrometry (<5 ppm external calibration), and capability for both Electron Ionization (EI) and Chemical Ionization (CI) with MS/MS. An autosampler with automated tool changing, a compatible automated purge and trap system, an uninterruptible power supply (UPS), and integrated instrument control/data analysis software (including compound discovery software) are also required. A movable lab bench is needed if the instrument is a benchtop model. All equipment must be new; used, remanufactured, experimental, prototype, or "gray market" items are not acceptable.

Contract Details

  • Contract Type: Firm-fixed-price purchase order (RFQ 1333ND26QNB030161).

  • Quotation Preparation: Quotations must be clearly written, indexed, and logically assembled into three volumes:
    • Volume I (Technical): Address technical approach, capability, and demonstrate how proposed equipment meets or exceeds SOW requirements with citations and evidence.
    • Volume II (Price): Provide a firm-fixed-price for CLIN 0001, including all shipping costs and tariffs. Prices must remain valid for 90 days.
    • Volume III (Terms and Conditions): Complete any required information and state any exceptions to the solicitation's terms and conditions.
  • Evaluation Criteria: Award will be made to the responsible offeror meeting all technical specifications and proposing the lowest price (Lowest Priced, Technically Acceptable). The Government reserves the right to make an award without discussions.
  • Eligibility: Offerors must possess an ACTIVE registration in SAM.gov at the time of quotation submission, award, performance, and final payment.
  • Inquiries: Written questions must be submitted to both email addresses no later than 2 calendar days after solicitation issuance.

Key Clauses

Bidders must carefully review all incorporated FAR and agency-specific provisions and clauses, especially those with "DEVIATION JAN 2026." This includes FAR 52.212-4 (Commercial Products and Commercial Services), FAR 52.225-6 (Trade Agreements Certificate), FAR 52.225-18 (Place of Manufacture), and FAR 52.240-90 (Security Prohibitions and Exclusions Representations and Certifications).
