Quick Summary
The Library of Congress (LOC), specifically its Preservation Research & Testing Division (PRTD), intends to award a sole source contract to Transcendent Imaging, LLC for a High Resolution Multispectral Imaging Camera. This Special Notice serves as a Justification & Approval (J&A) for other than full and open competition, as Transcendent Imaging is identified as the only responsible source capable of providing the required 150-megapixel scientific monochromatic camera that integrates with the LOC's existing Megavision hyperspectral imaging system. Firms believing they can meet all requirements must submit a capability statement by February 16, 2026.
Scope of Work
The requirement is for a 150-megapixel scientific monochromatic camera capable of image capture between 350 – 1000 nanometers (nm). The camera must seamlessly interface with the existing Megavision hyperspectral imaging system and Photoshoot software currently in use at the PRTD laboratory. The purchase includes the camera, bellows, connection cables, mounting fixtures, installation services, and one year of repair and service support. Delivery is required within 90 days of contract award, with installation and familiarization within 10 days of delivery. The place of performance is the LC Preservation Research and Testing Division in Washington, DC.

Justification for Sole Source
The Library of Congress has determined that Transcendent Imaging, LLC is the only responsible source that manufactures the Megavision Q15 150-megapixel high-resolution imaging camera system, which meets the specific requirements for high-resolution, low-noise, scientific, archival, and technical imaging applications. This camera integrates seamlessly with the Library’s current hyperspectral imaging system. Installation of incompatible cameras from other manufacturers would void the existing warranty and service maintenance agreement.
Action Items

Statements are due no later than 5:00 PM Eastern Time on February 16, 2026, and must be submitted electronically to both the Contracting Officer and Contracting Specialist.
