Solicitation / RFP / RFQ

This solicitation requires the provision of one (1) complete, new, and fully operational high-security hollow metal door and frame assembly, including all necessary compatible hardware. The assembly must meet specific performance and security standards.

• Door and Frame Assembly: Hollow Metal (HM) Door and a two-piece "Split" Frame for retrofit into a 7-3/4" thick wall, sized for a 3'0" x 7'0" clear opening with a Right Hand (RH) swing. Cavities must be fully insulated, and the assembly delivered with a factory-applied rust-inhibiting primer.

• Performance Ratings: Must achieve a certified Sound Transmission Class (STC) rating of 52 or higher and 60 decibels (dB) or greater of Radio Frequency (RF) attenuation. Offerors must provide manufacturer data sheets and independent laboratory testing certifications.

• Hardware:

  • Primary Lock: GSA-approved electromechanical combination lock meeting Federal Specification FF-L-2890 (e.g., Kaba Mas X-10 equivalent) with a drill-resistant hard plate.
  • Hinges: Heavy-duty, non-removable pin type, suitable for door weight.
  • Closer: Heavy-duty, commercial-grade, adjustable surface-mounted door closer meeting ANSI/BHMA A156.4 Grade 1 standards, factory-installed.
  • Egress: Single-motion panic/emergency egress device on the interior side, compatible with the FF-L-2890 lock.
  • Seals & Threshold: Complete, compatible acoustic and RF/EMI seals and a threshold for a continuous perimeter seal.

• Intrusion Detection System (IDS) & Wiring: Factory-prepped with an internal wire raceway and Armored or Electronic Power Transfer (EPT) device. Prepped for a recessed, government-installed balanced magnetic switch or High Security Switch (HSS) meeting UL-634, Level 2.

• Period of Performance: Shop drawings due within 5 business days of award. Final delivery within 14-16 weeks after shop drawing approval.

• Shipping Terms: FOB Destination.

• Place of Delivery: USCG Base Ketchikan, 1300 Stedman St. Ketchikan, AK 99901.

• Inspection: Government reserves the right to inspect items prior to acceptance.

• Acceptance: Performed at destination, contingent upon verification of components, certifications, and visual inspection.

• Applicable documents include COMDTINST M5530.1C, Federal Specification FF-L-2890, UL-634, and ANSI/BHMA A156.4.

• Offerors must provide manufacturer's data sheets and independent laboratory testing certifications for STC and RF ratings.
