The U.S. Army Contracting Command - Orlando (ACC-Orlando) is conducting market research via a Sources Sought Notice to identify potential sources for High Speed Aerial Targets (HSAT). Program Background
The Army requires affordable, reusable, realistic, threat-representative aerial targets for simulated and live-fire engagements. While the Army currently operates BQM-167 and MQM-178 targets, it does not possess their technical data packages.
Scope of Interest
The requirement is for two types of subscale aerial targets, both at a minimum Technology Readiness Level 6:
- HSAT Target #1: Requires 30 minutes endurance at 15,000 ft, 250-500 KTAS airspeed, 100 lbs internal/wing payload, 50-40,000 ft operating altitude, +4.0 sustained 'g' at 10,000 ft, and parachute recovery (land/water).
- HSAT Target #2: Requires 30 minutes endurance at 15,000 ft, 150-350 KTAS airspeed, 15 lbs internal/wing payload, 50-30,000 ft operating altitude, +3.0 sustained 'g' at 10,000 ft, and parachute recovery (land/water). Both targets require detailed capabilities for payloads (e.g., Luneberg Lens, towed targets), Ground Control Systems, scoring, IFF (Sagetech Mode 3A/3C), in-flight failsafes, Ground Support Equipment, and certifications.
Special Requirements
Potential sources must demonstrate capability for depot-level supply, repair, and maintenance support, along with Operations & Maintenance (O&M) manuals and training. A complete, operationally-ready system must be deliverable within 12 months of award. Estimated annual production rates are 15 targets for HSAT #1 and 30 targets for HSAT #2. Additional support may include on-site technical support at Orogrande, NM, and other Army ranges.
Eligibility & Set-Aside
The applicable NAICS code is 336411 (Aircraft Manufacturing) with a 1500-employee size standard. The PSC is 1550 (Unmanned Aircraft). The method of procurement (full and open, small business set-aside, or sole source) will be determined based on responses to this notice; all small business set-aside categories will be considered.
Submission Requirements
Interested parties must submit a Statement of Capability (SOC), not exceeding 15 pages, demonstrating their ability to meet one or both target requirements. The SOC should include:
- Evidence of meeting performance requirements.
- Description of manufacturing facilities and surge capability.
- Previous production, fielding, and training experience.
- Experience with technical manuals and training solutions.
- A notional program schedule for 12-month delivery.
- Firm's size status (e.g., small, 8(a), WOSB, SDVOSB).
- Subcontracting/teaming arrangements, including 'Similarly Situated Entities' if applicable.
- A Rough Order of Magnitude (ROM) cost itemized for HSAT Target #1, HSAT Target #2, and Ground Control System/Support Equipment.
- Indication of prime or subcontractor intent, and estimated work percentages.
- Compliance with FAR 52.219-33 (Nonmanufacturer Rule) if not a manufacturer.
- Identification of any restrictive draft requirements.
Submission Details
Responses must be submitted electronically via email to mehan.r.lowers.civ@army.mil with a copy to rebeca.a.gonzalez.civ@army.mil by June 29, 2026, at 4:00 p.m. EST. The synopsis number must be referenced in the subject line. All prospective contractors must be registered in SAM.gov.
