The HSVCs must be commercially available with military modification capabilities, featuring a single drum platform with a bolt-on padfoot kit. They must be capable of compacting various soil types (e.g., gravel) using rapid vibrations and pressure. These compactors will support ground and aviation units for horizontal construction, such as roads, airfield complexes, dams, open storage areas, hard stands, airfield bomb damage repair, and building site compaction.
