Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Navy (NUWC DIV NEWPORT) is soliciting proposals for High-Speed Water Entry Measures, a basic research project to investigate the physics of high-speed water entry. This unrestricted opportunity seeks to award a Firm Fixed Price purchase order based on Lowest Price Technically Acceptable (LPTA) evaluation. Quotes are due by June 18, 2026, at 12:00 PM EST.
Scope of Work
This effort requires the development and documentation of analytical models for the structural response of both a simplified two-mass compliant body and a continuous elastic body during water impact. These models must be expressed in MATLAB-implementable mathematical equations, without relying on CFD or FEA simulations. The contractor must also perform experiments to validate the derived two-mass body model. This includes using a two-mass compliant body with an on-board accelerometer for impacts at 1-4 m/s, and high-speed cameras for data collection. Deliverables include technical reports (CDRL A001, A003) and a test report (CDRL A002).
