Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines general and administrative requirements for contractors performing work under this SOW.

• Ombudsman: A designated Ombudsman is available to hear and facilitate the resolution of concerns from offerors and contractors. Initial concerns should be addressed with the Contracting Officer before contacting the Ombudsman. Contact information for the Ombudsman is provided.
• Notification of Government Security Activities: Contractors must immediately notify the Contracting Officer and local Information Protection Office/Security Manager of any Government security activity affecting their ability to perform the SOW. Security incidents or compromises must also be promptly reported.
• Organizational Conflict of Interest (OCI): Contractors must ensure their personnel, subcontractors, and operations are free from actual or potential OCI. Any discovered OCI must be immediately reported to the Contracting Officer in writing, including a description and proposed mitigation plan. Adherence to any approved OCI mitigation plan is mandatory.
• Health and Safety on Government Installations: Contractors must comply with all applicable local, state, and federal health and safety regulations, as well as installation-specific instructions. Accidents, injuries, or hazards on the installation must be immediately reported.
• Contractor Access to Department of the Air Force Installations: Contractors must comply with all installation access control procedures, including vetting and pass requirements. Base security policies must be followed. Access credentials must be collected and returned upon termination of employment, contract completion, or when no longer required.
• Common Access Cards (CAC) for Contractor Personnel: CACs are required for personnel needing logical access to DoD computer networks or unescorted physical access. The Trusted Associate Sponsorship System (TASS) must be used for CAC requests. Lost or stolen CACs must be reported immediately. CACs must be collected and returned within five (5) days of an employee's departure, contract termination, or when no longer needed.

Statement of Work (SOW)

To procure a High Temperature Black Body (HTBB) system to support teaching activities in various Physics and Optical engineering classes at the Air Force Institute of Technology (AFIT). The system is critical for recreating spectral content in visible and near-infrared spectra, enabling students and faculty to study sensor performance, develop algorithms, and support national defense objectives in remote sensing.

The equipment will produce a known, calibrated, radiometrically accurate visible and infrared light spectrum for studying, calibrating, and characterizing DoD-relevant spectral systems.

Products must be domestic or qualifying country end products per DFARS 252.225-7001.

All requirements to be completed no later than 12 weeks after contract award. Delivery address: Air Force Institute of Technology (AFIT/ENP), ATTN: Gregory W Smith, 2950 Hobson Way, Building #, Room #, Wright-Patterson AFB, OH 45433-7765.

AFIT is responsible for inspection and final acceptance. A receiving report will be accomplished upon receipt and acceptance. A specific POC will be identified in the final awarded contract.

A minimum two-year warranty covering defects in material and workmanship, including parts and labor with return-to-factory freight costs.

100% payment after delivery and successful demonstration of system operation meeting technical requirements, verified by a signed installation document. Payment will be made on a net 30 basis after submission of a properly prepared invoice and final inspection/acceptance.

Vehicles larger than a large pick-up truck require inspection at the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Specific procedures and exceptions apply, including pre-clearance and potential vehicle resealing.
