Quick Summary

The Department of the Air Force, AFLCMC/PZIBA, is soliciting proposals for a High Temperature Black Body system under a Firm-Fixed-Price contract. This Unrestricted opportunity seeks a system for the Air Force Institute of Technology (AFIT) to support teaching and research in Physics and Optical engineering. Proposals are due May 27, 2026, at 11:00 AM EDT.

Opportunity Details

This is a combined synopsis/solicitation (RFQ) for commercial products, prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. The Air Force intends to award a firm-fixed-price contract on a Lowest Price Technically Acceptable (LPTA) basis. The requirement is for a HIGH TEMPERATURE BLACK BODY system as detailed in the Statement of Work (SOW) dated December 16, 2025.

Scope of Work

The procured High Temperature Black Body (HTBB) system will support teaching activities in Physics and Optical engineering classes at AFIT. It is critical for recreating spectral content in visible and near-infrared spectra, enabling students and faculty to study sensor performance, develop algorithms, and support national defense objectives. The equipment must produce a known, calibrated, radiometrically accurate visible and infrared light spectrum.

Key Technical Requirements

  • Temperature Range: +300°C to +3,000°C
  • Temperature Stability: +/- 1°C
  • Emissivity: >.99 for 0.65-1.8 micron range
  • Features: Remote access capability, heat up/cool down time less than 10 minutes, 1" aperture, NIST traceable certification.
  • Deliverables: User's manual, test report, calibration certificate, certificate of compliance, transport case, power supply, and data cables.

Contract & Timeline

  • Contract Type: Firm-Fixed Price
  • Set-Aside: Unrestricted (Full and Open Competition)
  • NAICS Code: 334516 — Analytical Laboratory Instrument Manufacturing (Size Standard: 1,000 employees)
  • Period of Performance: Delivery required within 12 weeks after contract award.
  • Delivery: FOB Destination, with inspection and acceptance at AFIT, Wright-Patterson AFB, OH.
  • Proposal Due: May 27, 2026, 11:00 AM EDT
  • Questions Due: May 13, 2026, 11:00 AM EDT

Evaluation & Award

Award will be made to the responsible offeror whose proposal conforms to the solicitation, receives an "Acceptable" rating on Technical Capability, and contains the lowest Total Evaluated Price. Technical capability is a single pass/fail factor, requiring proposals to demonstrate compliance with every SOW requirement, including manufacturer technical data. The Government reserves the right to award without discussions.

Submission Requirements

Proposals must consist of a Technical Proposal and a Price Proposal, providing sufficient detail to demonstrate SOW compliance. Key elements include:

  • Company information (name, address, SAM Unique ID, CAGE Code, TIN)
  • Point of contact details
  • Technical description with supporting manufacturer data
  • Completed Offeror Representations and Certifications (Attachment 3)
  • Itemized firm-fixed pricing, FOB Destination, Net 30.
  • CMMC Level 1: Offerors must have a current CMMC Level 1 self-assessment recorded in SPRS at the time of award. Waivers are not permitted.
  • Buy American Act: Offerors must identify the country of origin for end products and components.

Submission Instructions

Proposals must be submitted via email to Candice Snow (candice.snow@us.af.mil) and Brian Algeo (brian.algeo.l@us.af.mil) by the deadline. The email must be a single message, ≤ 5 MB, with attachments in .pdf, .docx, or .xlsx format. Compressed files are not permitted.

Important Notices

Offerors must maintain an active registration in SAM.gov and submit invoices electronically through Wide Area Workflow – Receipt and Acceptance (WAWF-RA). An SOW Supplement (Attachment 4) outlines general administrative requirements, including Ombudsman contact, Organizational Conflict of Interest (OCI) reporting, health and safety compliance, installation access, and Common Access Card (CAC) procedures.
