Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Air Force, specifically AFLCMC/PZIBA, is soliciting proposals for a High Temperature Black Body system for the Air Force Institute of Technology (AFIT). This Unrestricted opportunity will result in a Firm-Fixed Price contract awarded on a Lowest Price Technically Acceptable (LPTA) basis. Proposals are due May 27, 2026, at 11:00 AM EDT.
Purpose and Scope
The objective is to procure one (1) High Temperature Black Body (HTBB) calibration source to support teaching activities in Physics and Optical engineering classes at AFIT. This system is critical for recreating spectral content in visible and near-infrared spectra, enabling students and faculty to study sensor performance, develop algorithms, and support national defense objectives in remote sensing. The equipment must produce a known, calibrated, radiometrically accurate visible and infrared light spectrum.
Key Technical Requirements
The HTBB system must meet specific technical criteria, including:
- Temperature Range: +300°C to +3,000°C
- Temperature Stability: +/- 1°C
- Emissivity: >.99 for 0.65-1.8 micron range
- Aperture: 1"
- Other: Remote access capability, heat up/cool down time less than 10 minutes, and NIST traceable certification.
Contract Details
- Contract Type: Firm-Fixed Price.
- Set-Aside: Unrestricted (Full and Open Competition).
- Period of Performance: Delivery is required within 12 weeks after contract award.
- Delivery: FOB Destination to AFIT/ENP, Wright-Patterson AFB, OH.
- CMMC Requirement: Offerors must have a current CMMC Level 1 (or higher) self-assessment recorded in SPRS at the time of award.
- Buy American Act: This acquisition is subject to the Buy American Act and applicable trade agreements; domestic or qualifying country end products are required.

Evaluation and Award
Award will be made to the responsible offeror whose proposal:
- Conforms to the combined synopsis/solicitation.
- Receives an "Acceptable" rating on Technical Capability (pass/fail, demonstrating compliance with all SOW requirements, supported by manufacturer technical data).
- Contains the lowest Total Evaluated Price (TEP) that is fair, reasonable, and not unbalanced. The Government reserves the right to award without discussions.
