NASA/NSSC has issued a Special Notice for High Temperature Oxide Dispersion Strengthened (ODS) Alloy Mechanical Testing to support NASA's Marshall Space Flight Center (MSFC). This requirement is intended as a sole source procurement to PRODUCT EVALUATION SYSTEMS, LLC. However, other interested organizations are invited to submit their capabilities and qualifications in writing.

Purpose & Scope

The objective is to validate material properties of unique NASA-developed alloys for design purposes. The scope of work includes:

  • Receiving, inspecting, and tracking provided samples.
  • Machining and performing mechanical testing on samples according to a provided matrix.
  • Completing all machining and mechanical testing (fatigue) within 16 weeks of sample receipt.
  • Specific tests include:
    • Low Cycle Fatigue (LCF) testing: 75 specimens at room and elevated temperatures up to 2100F per ASTM E606.
    • Tensile testing: 65 room temperature samples per ASTM E8 and 100 samples at temperatures up to 2100F per ASTM E21.
    • High Cycle Fatigue (HCF) testing: 75 specimens at temperatures up to 2000F per ASTM E466.
  • Machining and grinding of LCF and HCF specimens must adhere to specified dimensions.

Performance Requirements

Contractors must maintain Nadcap and A2LA (ISO/IEC 17025:2017) accreditation and demonstrate experience testing ODS alloys. Updates on fatigue testing and reporting of test overruns are required.
