Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Aeronautics and Space Administration (NASA) / NASA Shared Services Center (NSSC) intends to award a sole source contract to PRODUCT EVALUATION SYSTEMS, LLC. for High Temperature Very High Cycle Fatigue and Tensile testing of H2-Resistant and Oxide Dispersion Strengthened (ODS) alloys. This effort is crucial for validating material properties of unique NASA-developed alloys for design purposes. Performance will be located at NASA/Marshall Space Flight Center (MSFC).
Scope of Work
The contractor will perform comprehensive mechanical testing, including:
- Receiving, inspecting, tracking, machining, and testing alloy samples.
- Completing all machining and mechanical fatigue testing within 30 weeks of sample receipt.
- Preparing tensile specimens according to ASTM E8/E21.
- Machining and grinding Low Cycle Fatigue (LCF) specimens (minimum 100 total) per ASTM E606 and specific drawings.
- Performing LCF testing (minimum 100 specimens) at room and elevated temperatures up to 2100F.
- Performing tensile testing (minimum 100 samples each) at room and elevated temperatures up to 2100F.
- Machining and grinding High Cycle Fatigue (HCF) specimens (minimum 100 total) per ASTM E606 and proprietary drawings.
- Performing HCF load control testing (minimum 100 specimens) at temperatures up to 2000F per ASTM E466.
- Utilizing a fatigue load frame for very high cycle fatigue samples (100 million to 1 billion cycles), estimated at 6,700 hours.
- All machining and testing must be performed onsite by the contractor, with any exceptions requiring NASA approval.
Performance Standards
- Maintain Nadcap and A2LA (ISO/IEC 17025:2017) accreditation.
- Demonstrate experience testing ODS alloys such as GRX-810, ORCAlloy-21, and Alloy 754-ODS.
