Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The National Institute of Standards and Technology (NIST), under the Department of Commerce, is soliciting quotations for High-Vacuum Compatible Sample Positioning Stages and associated components. This is a Total Small Business Set-Aside for a firm-fixed-price acquisition. The equipment is required to expand NIST's measurement capabilities for nanoscale patterned features. Quotations are due by June 5, 2026, at 12:00 PM ET.

Purpose & Scope

This combined synopsis/solicitation (RFQ) seeks to acquire a large aperture, high-vacuum compatible rotary stage and related components for NIST's Nanoscale Device Characterization Division (NDCD). The objective is to enhance measurement capabilities using extreme-ultraviolet (EUV) diffractometry and spectroscopic ellipsometry for non-destructive measurement of nanoscale patterned features in semiconductor industry components.

Key deliverables include:

  • CLIN 0001: Large aperture high vacuum compatible rotary stage (new, vacuum compatible, encoder, cleaned for high-vacuum service, specific aperture, rotation range, repeatability, accuracy, and load capacity).
  • CLIN 0002: Motion controller, power supply, and software (for software-controlled operation, Windows-compatible GUI, LabView SDK, USB/GPIB/serial communication).
  • CLIN 0003: Vacuum Feedthrough (DN100 CF flange with electrical feedthroughs, cleaned and bagged for high-vacuum service).
  • CLIN 0004: Engineering services prior to manufacturing (CAD drawings for approval).
  • Optional CLINs (0005, 0006, 0007): Base vacuum pressure below 10^(-8) Torr, 10^(-9) Torr, and transportation/related expenses.

All equipment must be new; used, remanufactured, experimental, prototype, or custom items are not acceptable. "Gray market" components are prohibited.

Contract Details

  • Contract Type: Firm-Fixed-Price acquisition.
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing (Size Standard: 1,000 employees).
  • Place of Performance/Delivery: NIST Gaithersburg, MD 20899, United States.
  • Period of Performance: Contractor shall ship all items no later than 18 weeks after acceptance of order.
  • Warranty: Minimum of 1 year, commencing upon acceptance.
  • Payment: 100% after installation, acceptance, successful testing, and demonstration of performance. Partial shipments/invoices are not accepted.

Submission & Evaluation

  • Submission Deadline: Electronic quotations are due by 12:00 PM Eastern Time, June 5, 2026.
  • Submission Method: Email to elizabeth.timberlake@nist.gov and Donald.Collie@nist.gov. Reference the RFQ number in the subject line.
  • Quotation Preparation: Must be clearly written, neat, indexed, logically assembled, and pages numbered.
  • Required Volumes:
    • Volume I: Technical Quotation (addressing technical approach, capability, adherence to SOW, evidence).
    • Volume II: Past Performance (up to 3 examples within the last 3 years, similar scope/size/complexity).
    • Volume III: Price Quotation (firm-fixed-price for each CLIN, including shipping; valid for 90 days).
    • Volume IV: Terms and Conditions (review and accept or state exceptions).
  • Evaluation Criteria: Award will be based on best value, considering price and non-price factors. Non-price factors are more important than price.
    • Technical Capability: Must meet or exceed all minimum requirements; no prototypes, used, or refurbished instruments.
    • Past Performance: Based on contract requirements, quality, timeliness, communication, management, and customer satisfaction.
    • Price: Reasonableness and compatibility with technical requirements.
  • Inquiries: Submit written questions to elizabeth.timberlake@nist.gov and donald.collie@nist.gov no later than 4 business days after issuance.

Eligibility & Special Notes

  • Offerors must have an ACTIVE registration in SAM.gov at the time of quotation submission, award, performance, and final payment.
  • Special consideration will be given to vendors providing documentation of vacuum procedures, materials, and commercial greases for optional CLINs 0005 and 0006.
  • Cybersecurity Privacy Requirements: Solution must meet federal laws, regulations, policies, and standards for security and privacy protection.
  • Bidders must review all incorporated FAR and CAR provisions and clauses, including NIST LOCAL-53 for billing instructions (mandatory electronic submission via IPP).
