High Voltage Switches

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial items to procure "Replace High Voltage Switches" for the 21st Civil Engineering Squadron at Peterson Space Force Base (PSFB), CO. This announcement serves as the only solicitation; no separate written solicitation will be issued.

• The solicitation includes a list of specific items (CLINS) for "Replace High Voltage Switches," detailed in Table 1. Several items are marked "BRAND NAME ONLY" and require specific S&C electric brand items.

• Key items include S&C PMH-9 Switch, S&C Electric Power Fuses, S&C Electric Power Fuse Unit, Carbon Steel Base Spacer, Haystack Terminal Staking BURNDY ASA800U Terminal Stacking Adapter, Double Ended 6-Foot Universal Hot Sticks, Ground Hook Shorting Sticks, and various Flat Eyes to Eye Slings and Bolts/Nuts/Washer sets.

• The required delivery date is on or before 58 weeks after receipt of award for all CLINS.

• The resulting award will be a Firm-Fixed Priced Purchase Order.

• The vendor agrees to hold prices firm for 60 calendar days from the quote receipt date.

• Quotes and contract documentation are due by 1400 PM (MT) on Friday, 27 March 2026.

• Submissions should not exceed 10 pages.

• Quotes must be submitted to both Kazuo Colunga (kazuo.colunga@spaceforce.mil) and SSgt Kaylie Anderson (kaylie.anderson@spaceforce.mil).

• Evaluation will be based on a competitive quote with the lowest evaluated price that meets technical criteria on an acceptable/unacceptable basis. Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors.

• Technical documentation must confirm product meets minimum requirements. Failure to meet requirements may result in a quote being deemed unacceptable.

• Late submissions may not be considered.

• This acquisition is set-aside for small business concerns (100% Small Business Set Aside).

• NAICS code: 335313 (Switchgear and Switchboard Apparatus Manufacturing).

• Size standard: 1250 employees.

• All companies must be registered in the System for Award Management (SAM) to be considered for award.

• Questions regarding the solicitation must be submitted no later than 3:00 P.M. MT on Monday, 23 March 2026.

• .zip files are not an acceptable format for submission.

• The quote must include specific information such as Company Name, Contact Name, Address, Telephone Number, Unit Price, Extended Price, Cage Code, quote validity statement, and Size of Business/Socio Economic Status.

Justification for Other Than Full and Open Competition

This document justifies the award of a Firm Fixed Price Purchase Order on a Limited Sources basis for S&C Electric Supplies to support the 21CES. The acquisition is for High Voltage Switches and Switchgear.

• SMU Fuses (16 EA)
• Carbon Steel Base Spacer (2 EA)
• Haystack Terminal Staking BURNDY ASA800U Terminal Stacking Adapter (30 EA)
• Double Ended 6-Foot Universal Hot Sticks (4 EA)
• Ground Hook Shorting Sticks (2 EA)
• Flat Eyes to Eye Sling (4-Foot, 6-Foot, 10-Foot) (2 EA each)
• Bolts/nuts/washer set 1/2" galvanized (2 EA)

These items are brand name for S&C Electric brand Switchgear, Power Fuses, and Fuse Holders, as required by the Peterson SFB Design Guide (Pg. 69, Section 8.8.3). They will replace currently installed, unserviceable items.
