The National Park Service (NPS) is conducting a market survey to gauge contractor interest and capability for the Highlands Water and Wastewater Systems Replacement project in Grand Teton National Park. This is not a solicitation, but an effort to determine acquisition strategy and identify potential small business contractors across various socioeconomic categories.

• Location: Highlands Historic District, Grand Teton National Park (GRTE), northwest of Moose, WY.
• Estimated Magnitude: $1,000,000 - $5,000,000
• Estimated Period of Performance: Fall 2026 for 2-3 months (winter shutdown).
• NAICS Code: 237110 (Water and Sewer Line and Related Structures Construction) with a $45M size standard.

The project involves replacing the existing water and wastewater systems in the Highlands Historic District. Key activities include:

• Extending the Moose water transmission line to Highlands.

• Trenching across Cottonwood Creek with diversion and dewatering.

• Replacing the internal water distribution system.

• Abandoning the existing well and infrastructure.

• Installing a new wastewater lift station, septic tank, leach field, and collection piping.

• Decommissioning and abandoning the old wastewater system.

• Construction will disturb approximately 2.5 acres within a 4-acre project area, with staging at onsite and Beaver Creek boneyard. Construction is also anticipated at Moose Entrance and Taggart Trailhead.
