This Request for Qualifications (RFQ) initiates a two-step, qualifications-based selection process for awarding up to four Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC). The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD) is seeking architect-engineer (A-E) firms to provide highway and/or bridge design and engineering services, along with other related engineering, planning, and architectural services. These services will support projects for Federal Land Management Agencies across the continental United States and its territories. The total shared capacity for these IDIQ contracts is $60 million over a five-year period (base year plus four option years).

• Primarily highway and bridge design and related engineering services.

• Secondary services may include geotechnical, hydraulics and hydrology, survey and mapping, traffic and safety engineering, structural engineering, planning/scoping, value engineering, environmental compliance, landscaping, architectural services, and other engineering services.

• All work must be performed or approved by a registered Professional Engineer.

• Electronic plans and specifications must be compatible with Google Workspace, OpenRoads, and OpenBridge Designer software.

• Familiarity with FHWA is desired; expertise with AASHTO policies is required.

• Multiple Award Task Order Contract (MATOC).

• Total shared capacity: $60,000,000.

• Duration: Five years (base year + four option years).

• Task orders will be firm-fixed price.

• Minimum guaranteed contract amount per IDIQ contract: $100,000.00 over the life of the contract.

• This is a two-step process. Step 1 involves submitting qualifications via SF 330 forms.

• Step 1 evaluation criteria include: Specialized Experience and Technical Competence, Professional Qualifications, Capacity to Accomplish All Work in the Required Time, and Past Performance (within the last 7 years).

• Firms rated "High," "Some," or "Low" will be evaluated.

• Pre-selected firms will be invited to Step 2, which will involve a Request for Proposal (RFP).

• Step 1 submittals are due by April 21, 2026, at 2:00 p.m. EST via email to eflhd.ae@dot.gov.

• Questions concerning the solicitation should be sent to eflhd.ae@dot.gov.

• This acquisition is a total small business set-aside.

• NAICS code: 541330 (Engineering Services).

• Small business size standard: $25.5 million.

• Joint Ventures (JVs) are permitted; relevant JV information must be submitted.

• No solicitation package is available; award will be based on SF 330s and other available information.

• Firms must be registered in the System for Award Management (SAM.gov) to submit an offer and at the time of award.

• An attached form can be used to request past performance information from previous agencies/clients.

This form is likely to be used by the government to assess a bidder's past performance. Bidders may be required to provide this questionnaire to their previous clients or agencies to complete and submit as part of their proposal. The instructions note that bidders have the option to send the questionnaire directly to the agency or company for whom they performed work, or to verbally obtain the information and fill it out themselves. The completed questionnaire should be submitted as part of the bidder's package.
