Scope of Work

The primary services include highway and bridge design and related engineering. Secondary services encompass geotechnical, hydraulics and hydrology, survey and mapping, traffic and safety engineering, structural engineering, planning/scoping, value engineering, environmental compliance, landscaping, architectural, and other engineering services. All work must be performed or approved by a registered Professional Engineer. Electronic plans and specifications must be compatible with Google Workspace, OpenRoads, and OpenBridge Designer software. Familiarity with FHWA is desired, and expertise with AASHTO policies is required.

Evaluation Factors (Step 1)

Selection is a two-step, qualifications-based process. Step 1 evaluation is based on SF330 submissions and focuses on:

  3. Capacity to Accomplish All Work: Including subcontractors, in the required time.
  4. Past Performance: On highway and bridge design contracts within the past 7 years, covering quality, cost control, and schedule compliance. References with POCs are required. Firms will be rated with "Confidence Level" ratings (High, Some, Low). Pre-selected firms will be invited to Step 2, which involves a Request for Proposal (RFP).
