Scope of Work
The primary services include highway and bridge design and related engineering. Secondary services encompass geotechnical, hydraulics and hydrology, survey and mapping, traffic and safety engineering, structural engineering, planning/scoping, value engineering, environmental compliance, landscaping, architectural, and other engineering services. All work requires performance or approval by a registered Professional Engineer. Electronic plans must be compatible with Google Workspace, OpenRoads, and OpenBridge Designer software. Expertise in AASHTO policies is required, and familiarity with FHWA is desired.
Contract Details
This MATOC will have a shared total capacity of $60,000,000 among all IDIQ contract holders. The planned duration is five years (one base year plus four option years). Individual task orders will be firm-fixed price, with each IDIQ contract having a minimum guaranteed amount of $100,000.00 over its life.
Set-Aside & Eligibility
This acquisition is a Total Small Business Set-Aside under NAICS code 541330 (Engineering Services), with a size standard of $25.5 million. Joint Ventures are permitted and must submit a copy of their agreement. Prime consultants must self-perform at least 50% of the cost of performance, and subconsultants are not required to be small businesses.
Evaluation Criteria (Step 1)
Step 1 pre-selection is based on a "Confidence Level" rating (High, Some, Low) for the following technical evaluation criteria:
- Specialized Experience and Technical Competence in highway and bridge design.
- Professional Qualifications necessary for these services.
- Capacity to Accomplish All Work in the required time, including subcontractor teams.
- Past Performance (within the last 7 years) on relevant contracts, including quality, cost control, and schedule compliance. Firms must provide references and may submit CPAR evaluations.
Submission Requirements
Interested firms must submit Part I of the SF 330 for the prime/JV firm and Part II for each team member/subcontractor. The SF 330 should fully address the selection criteria, particularly in Section "H" - Additional Information. Firms must have an active SAM.gov registration at the time of offer and award.
