This amendment provides responses and clarifications to questions received from interested offerors regarding Solicitation 693C73-26-R-000029.

• Solicitation Due Date: The solicitation due date of Tuesday, April 21, 2026, at 2:00 pm EST remains unchanged.
• Key Clarifications on Submission Requirements:
  • Resumes: Submit resumes for key personnel only, including proposed leads for each discipline or specialty area. Additional resumes are not required unless specified.
  • Past Performance Questionnaires (PPQs): PPQs must be submitted using the FHWA document format provided with the solicitation, not the USACE/NAVFAC format.
  • Document Size: Offerors may use 11" x 17" format for certain documents, such as the Organizational Chart, to enhance clarity.
  • Past Performance Projects: Offerors may submit Section F past performance projects from both the prime small business offeror and proposed subconsultants. Subconsultant projects will be evaluated equally with prime offeror projects, provided the subconsultant is committed to for the relevant discipline on each task order.
  • Subconsultant Size: Prime consultants must self-perform at least 50% of the cost of performance. Subcontracting with other small businesses counts towards this percentage (applies to task orders exceeding simplified acquisition threshold per FAR 52.219-14).
  • Page Limits: While no specific page limits are established for most sections, project descriptions and resumes should typically not exceed two (2) pages each.
  • Incumbents: This is a new requirement; there are no incumbents.
  • CPAR Evaluations: CPAR evaluations will be completed for prime consultants at the task order level.
  • Subconsultant SAM Registration: Subconsultants are not required to have active SAM.gov registration but must obtain a Unique Entity Identifier (UEI). The prime consultant is responsible for verifying subconsultants are not suspended or debarred.
  • Team Disciplines: Offerors are required to provide all identified disciplines to be considered.
  • Example Projects: Projects should show performance end dates within the last 7 years. Presenting at least 3-5 projects demonstrating experience with federal, state, and local government agencies, and private industry is recommended.

No changes to proposal deadlines or submission rules were indicated, other than clarifications on content and format. All terms and conditions of the original solicitation remain in effect.

This Request for Qualifications (RFQ) initiates a two-step, qualifications-based selection process for awarding up to four Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC). The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD) is seeking architect-engineer (A-E) firms to provide highway and/or bridge design and engineering services, along with other related engineering, planning, and architectural services. These services will support projects for Federal Land Management Agencies across the continental United States and its territories. The total shared capacity for these IDIQ contracts is $60 million over a five-year period (base year plus four option years).

• Primarily highway and bridge design and related engineering services.

• Secondary services may include geotechnical, hydraulics and hydrology, survey and mapping, traffic and safety engineering, structural engineering, planning/scoping, value engineering, environmental compliance, landscaping, architectural services, and other engineering services.

• All work must be performed or approved by a registered Professional Engineer.

• Electronic plans and specifications must be compatible with Google Workspace, OpenRoads, and OpenBridge Designer software.

• Familiarity with FHWA is desired; expertise with AASHTO policies is required.

• Multiple Award Task Order Contract (MATOC).

• Total shared capacity: $60,000,000.

• Duration: Five years (base year + four option years).

• Task orders will be firm-fixed price.

• Minimum guaranteed contract amount per IDIQ contract: $100,000.00 over the life of the contract.
