Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for operating a Contractor Operated Parts Store (COPARS) to supplement base supply for the 75th Logistics Readiness Squadron (75 LRS) Vehicle Management (VM) at Hill Air Force Base. The goal is to provide a fast and economical means of acquiring commercially available vehicle/vehicular equipment parts, special tools, services, and equipment.

• Provide all personnel, supervision, and items necessary to operate the COPARS.

• Furnish automotive and related vehicle parts, automotive chemicals, corrosion control materials, upholstery material, special tools, equipment, services, and accessories for the vehicle fleet and miscellaneous equipment.

• Perform daily in-house duties and part runs as needed.

• Services for repairs, rebuilding, and/or remanufacturing are authorized at the government's discretion.

• Pick up parts from local vendors at least twice daily.

• Period of Performance: April 1, 2026, through March 31, 2031, with an option period from April 1, 2031, through October 31, 2031.

• Place of Performance: Hill Air Force Base.

• Normal Hours of Operation: Monday-Thursday 0700-1630, Friday 0700-1530.

• Parts and services must meet or exceed Original Equipment Manufacturer (OEM) specifications.

• Rebuilt, aftermarket, and used parts must conform to OEM tolerance.

• Parts must be correctly identified with brand name, noun, and part number.

• Contractor is responsible for delivery, receipt, transportation, material handling, and storage of materials until invoiced and signed for.

• Contractor must convey the same warranty received from their supplier for all parts.

• Pricing criteria prioritize rebuilt, then aftermarket, then OEM parts, with the lowest net price to the government being the deciding factor.

• Contractor must provide receipts for purchased parts within 2 business days.

• Specific items are excluded from this contract, including government-owned parts and parts under separate maintenance contracts.

• Centrally managed/procured items are generally excluded unless specific exceptions apply.

• Operator care and preservation supplies are excluded.

• Batteries must be purchased through COPARS.

• Contractor must have internet-based parts research capability.

• Contractor shall establish and maintain stock levels based on government fleet experience and consumption data.

• Delivery requirements include fast-moving parts (80% stocked, 20% out-of-stock acceptable, 4-hour delivery for out-of-stock), parts for repair completion (9 working hours), and NMCS parts (expedited delivery).

• Contractor must provide sales slips for all materials sold, with specific information required.

• Contractor must submit a monthly total invoice.

• A Contract Manager must be provided and available during normal work hours.

• At least two personnel (Store Manager and one for parts pickup/delivery) must be available during store hours.

• Compliance with all government and Hill AFB security, safety, fire prevention, and environmental regulations is required.

• Contractor is responsible for safeguarding government property.

• Government will furnish facilities, equipment, and utilities.
