Scope of Work

The contractor will provide comprehensive support across two primary service areas:

  1. UTTR Tribal Cultural Specialist Survey: Facilitate and conduct a traditional cultural specialist (TCS) survey of a designated portion of the UTTR. This includes desktop research, field visits with designated TCSs from affiliated tribes, identifying and evaluating sites of religious, traditional, and cultural significance, and providing indigenous awareness. Deliverables include work plans, research designs, reports, and data archiving.
  2. Utah DoD Annual American Indian Meeting Support: Provide expert consultation and logistical support for the Annual American Indian Meeting. This involves on-site payment for tribal members' travel, per diem, and honorariums, payment of tribal hotel invoices, and submission of detailed expense reports.

Key Requirements

Offerors must demonstrate experience in coordinating tribal surveys and consultation, possess an understanding of the UTTR's ethnographic history, and have the ability to reimburse tribes for expenses. A Principal Investigator meeting Secretary of the Interior professional qualification standards is required, and all TCSs must be identified by their corresponding tribal government. The contractor is responsible for furnishing all necessary personnel, equipment, and materials, ensuring professional supervision and quality control.

Contract Details

This will be a single IDIQ contract with a 5-year, 6-month ordering period, with work issued via Firm-Fixed-Price (FFP) Task Orders. Pricing will be based on a schedule of fixed, fully-burdened hourly labor rates. Travel and Other Direct Costs (ODCs) will be reimbursed at actual costs, with a Not-to-Exceed (NTE) ceiling established per Task Order; offerors should not price these for evaluation. Applicable Department of Labor Wage Determinations are incorporated. The NAICS code is 541720 with a size standard of $19,000,000.

Evaluation Criteria

Award will be made based on the best value to the Government. The evaluation will assess the fairness and reasonableness of the offeror's proposed fully-burdened hourly rates for specific CLINs. The award will be based on the strength and value of the proposed unit prices, not a total price for a sample task.

Submission & Deadlines

All questions must be submitted by March 27, 2026, at 10:00 a.m. MDT. Proposals are due by April 9, 2026, at 11:30 AM MDT and must be submitted via email. The Government reserves the right to award with or without discussions. Offerors must review all revised solicitation documents and acknowledge amendments.
