This is a combined synopsis/solicitation for commercial services for "Removal or pruning on historic cultural landscape" at the Frederick Law Olmsted National Historic Site. The government is issuing this as a Request for Quotation (RFQ) and will not issue a separate written solicitation. The solicitation is for a Total Small Business Set-Aside under NAICS code 561730 (Landscaping Services) with a size standard of $9.5 million.

• Removal or pruning on historic cultural landscape.

• Detailed requirements are in the attached Scope of Work (SOW).

• Specific performance requirements include hazardous tree removal, pruning, stump grinding, debris removal, replacement planting, protection of cultural resources, and compliance with ANSI A300 and ANSI Z133 standards.

• Offerors must demonstrate a minimum of five years of experience in similar arboricultural services, possess certified arborist or TCIA-accredited personnel, have successfully completed at least three similar projects, and be able to comply with safety, environmental, and historic preservation requirements.

• The government anticipates awarding one (1) Firm-Fixed-Price Purchase Order.

• Period of Performance: Anticipated to be completed within 45 calendar days after the date of award.

• Quotes are due by 10:00 AM ET on June 26, 2026.

• All quotes must be emailed to Edward Yongo at edward_yongo@ios.doi.gov.

• Evaluation will be based on the lowest-priced responsible Offeror whose offer conforms to the solicitation requirements. Evaluation factors include technical factors, past performance, and price, with technical factors and past performance combined being approximately equal in importance to price.

• Questions regarding the solicitation are due no later than 10:00 AM ET on June 16, 2026, and should be directed to Edward Yongo.

• Total Small Business Set-Aside.

• A pre-bid site visit is scheduled for Wednesday, June 10, 2026, at 9:00 AM at the Frederick Law Olmsted National Historic Site. POC for the site visit is Scott Fletcher.

• The solicitation document and incorporated provisions and clauses are effective through Federal Acquisition Circular 2026-01, March 13, 2026.

• FAR 52.212-1, FAR 52.212-2, and FAR 52.212-4 are applicable to this acquisition.

Statement of Work (SOW) / Performance Work Statement (PWS)

To remove woody material, correct damage, improve tree conditions, and promote safety at the Frederick Law Olmsted National Historic Site (FRLA) by addressing identified potential hazards. This includes the complete removal of one tree, stump grinding, and replacement with a new tree.

• Tree removal and pruning services in accordance with American National Standards Institute (ANSI) Z133-2017 (Safety Requirements) and ANSI A300 (Part 1) - 2017 Pruning.

• Disposal of wood, debris, and chips is the contractor's responsibility; no sale of wood on government property.

• Specific instructions for pruning damaged or dead wood, avoiding damage to surrounding vegetation and structures, and incremental removal of large branches.

• Reference to Attachment "A" for a full description of work and identified trees.

• Adherence to ANSI Z133-2017 and ANSI A300 (Part 1) - 2017 Pruning standards.

• Contractor employees must be accredited by the Tree Care Industry Association or certified by the International Society of Arboriculture.

• Project supervisor must remain on-site at all times.

• Site visit and recording of pre-existing conditions is highly recommended.

• Work hours are confined to 7 am - 4 pm, Monday through Friday. No work on Saturday, Sunday, or Federal Holidays.

• Place of Performance: Frederick Law Olmsted National Historic Site, 99 Warren Street, Brookline, MA 02445.

• Contractor is responsible for protecting existing utilities, structures, and landscape features. Any damage must be repaired or replaced at the contractor's expense.

• Measures must be taken to prevent runoff, soil erosion, and air/water pollution.

• Contractor is responsible for their own bathroom facilities (e.g., porta john).

• Submittals required include a contact list of personnel, list of personnel with certifications, and a safety plan.
