Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance-Based Work Statement (PWS) outlines the requirements for providing maintenance and repair services for two (2) Helmet Mounted Integrated Targeting System (HMIT) Test Stands and their components for the 523 EMXS.

• Provide comprehensive management, tools, parts, supplies, equipment, and labor to maintain the HMIT Test Stands in a serviceable condition.

• Offer telephone technical assistance for the HMIT Test Stands.

• Coordinate with 523 EMXS/MXDPBC for all replacement parts.

• Provide on-site support for repairs when requested, including all necessary labor, parts, tools, and supplies.

• Perform maintenance and repair in accordance with Original Equipment Manufacturer (OEM) specifications.

• Telephone Technical Support: Respond by phone or email within one business day. 100% of requests to be responded to within 3 business days (no more than one instance exceeding one business day per year).

• Repair Records: Provide detailed records of diagnoses, repairs, and solutions within 10 business days of work completion (no more than one instance exceeding ten business days per year).

• Software Updates: Provide updated software within 30 days of actual release (no more than one instance exceeding 30 business days per year).

• On-Site Repair: Repair test stands to a fully functional state within 30 days or provide a no-charge loaner until fully functional (throughout the contract duration).

• Services are to be performed during normal hours of operation: Monday through Thursday, 0500-1530, excluding Federal Holidays and base closures.

• Location: Hill Air Force Base, specifically Building 5 where the HMIT Test Stands are located.

• Government Furnished Property (GFP): Contractor will be issued GFP for repairs and must safeguard it. If applicable, GFP will be shipped to the OEM facility and returned by the contractor at their expense.

• Security: Access to Hill Air Force Base requires sponsorship by 523 EMXS/MXDPBC. Contractor personnel will be escorted at all times within Building 5.

• Environmental Controls: Employees must be aware of potential exposure to hazardous materials in industrial areas and take appropriate protective measures and training. The contractor must comply with all applicable environmental laws and regulations.

• Safety Program: Implement a safety program ensuring protection of government personnel and property, including mishap reporting, a safety plan approved by OO-ALC/SE, routine surveillance, competent personnel, and identification of work site locations. Mishaps exceeding $2,000 in damage require notification within one hour.

• Foreign Object Damage (FOD) and Tool Control: Follow applicable guidance for FOD and tool control policies. Cloth rags are considered tools. Lost tools must be reported within two hours. Contractors must have a method for controlling and accounting for all tools, including inventory at the beginning and end of each shift and task.

• CDRL: CDRL A001, "Record of Work Performed," is required as per PWS Paragraph 3.3.3.
