Scope of Work

Evaluation
This is a sole-source acquisition from Thales Defense & Security, Inc. (TDSI). Competition is precluded because TDSI is the sole manufacturer and design authority for the proprietary Scorpion® System Test Rack, which is essential for the HMIT Test Stands. TDSI owns all data rights and does not authorize third parties to work on the test rack machine or its custom-built software. The HMIT system is classified, and its design, software, and manufacturing processes are protected by intellectual property laws. Future market research will be conducted for additional services, but this specific requirement is sole-source.
