The 21st Contracting Squadron (CONS) is seeking information to determine industry interest and capability for providing hoist and fall arrest systems inspections. The government is not requesting proposals at this time, and no reimbursement will be made for information provided.

The contractor will be required to provide non-personal services for hoist and fall arrest systems inspections. This includes transportation, labor, equipment (including lifts over 30 feet), tools, materials, supervision, travel, freight, and base passes. The services are to be performed for the 302nd Maintenance Group at Peterson Space Force Base, Colorado Springs, Colorado.

The current contract is FA251722P0023, held by Royal Arc Welding Company.

Respondents are asked to provide:

• Company name, address, CAGE code, and Point of Contact (POC).
• Business type, specifically identifying any small business classifications (e.g., 8(a), HUBZone, women-owned, veteran-owned).
• Confirmation of agreement with the NAICS Code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance).
• Information on current contracts providing similar services (IDIQ, GWAC), including contract number, POC, and managing agency.
• Any challenges or required clarifications regarding the PWS or CLIN Pricing Schedule.
• Recommendations for the CLIN Pricing Schedule, including unit of measure.
• Proposed contracting approach (prime, prime with subcontractor, joint venture) and how limitations on subcontracting would be met if it were a small business set-aside.
• A capability statement demonstrating relevant experience, including years of service. If lacking direct experience, outline a strategy for entering the market.
• Whether a site visit will be required for quoting.
• Intent to quote and estimated time needed to prepare a quote, or reasons for not being able to provide a proposal.

This document is Attachment 2, a CLIN Price Schedule for Hoist Fall Arrest Systems Inspections. It provides instructions for offerors to fill in the yellow cells.

• CLINs (Contract Line Item Numbers): Lists various CLINs (0001 through 5001) for the performance of hoist/fall arrest system annual inspections in accordance with the Performance Work Statement (PWS).
• Period of Performance: Specifies the performance period for each CLIN, generally spanning one month per year from June 1, 2026, to December 1, 2031.
• Quantity and Unit: Indicates a quantity of 1 for each CLIN, with the unit being 'Months'.
• Price and Total: All price and total fields are currently $0.00, indicating that pricing is to be filled in by the offeror.
• CLIN 5001: This CLIN is noted as an optional 6-month extension, per the PWS.
• Contractor Info Section: Includes fields for Organization, Point of Contact, CAGE, Phone, and Email, which are to be completed by the contractor.

Bidders must use this schedule to provide their pricing for each CLIN, including the optional extension. The information on the period of performance and the requirement to adhere to the PWS are critical for proposal preparation. The "TOTAL PRICE" and "TOTAL EVALUATED PRICE" fields are to be completed by the offeror.

Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the safety and reliability of vital equipment by performing annual inspections on 35 hoists and 44 fall arrest systems.

• Provide non-personal services including transportation, labor, equipment (lifts > 30 ft), tools, materials, supervision, travel, and base passes.

• Perform annual inspections of 35 hoists and 44 fall arrest systems at Peterson Space Force Base (SFB), Colorado Springs, CO.

• Future repairs may be added via modification.

• Inspections must comply with DAFMAN 91-203, Air Force Occupational Safety, Fire and Health Standards, ANSI Standards, OSHA, and manufacturer requirements.

• Inspection reports are due to the COR within 7 business days of inspection completion.

• Performance Objectives include: Scheduling/Pre-Coordination, Hoist Inspection, Fall Arrest Inspection, Hoist Report, Fall Arrest Report, Base Access, Repair Estimates, Security/Communication, and Combatting Trafficking in Persons.

• Specific performance thresholds are detailed in the Service Summary (Section 8).

• Place of Performance: Hangar/shop where equipment is located at Peterson SFB, Colorado Springs, CO.

• Scheduling: Contractor must pre-coordinate inspections with the COR at least 30 days prior.

• Security: Contractor personnel require unescorted access to PSFB and escorted access to 302d MXG controlled areas. They will not be authorized access to the flight line or restricted areas unless escorted.

• Communication: Contractor must notify the COR at least 30 minutes prior to needing an escort, commencing a specific task, or leaving a work area.

• Identification: Contractor personnel must identify themselves and display badges.

• Base Access: Contractor must obtain base identification and vehicle passes, and submit a written request with specific personnel information 14 days prior to inspection. Vehicles require current registration and insurance. Failure to comply may result in withholding of final payment.

• Load Testing: Hoists require load testing to 125% capacity annually. Beams supporting fall arrest systems require load testing every five years (next due 08/2026) per ANSI Z359.6.

• Repairs: Estimates for repairs will be provided for market research; no repairs will be made without a contract modification and funding.
