This is a combined synopsis and solicitation (RFQ) for the purchase of one overhead hoist. The scope includes the removal and disposal of an old hoist and the installation and functional check of a new hoist, as detailed in the Performance Work Statement. This is a 100% small business set-aside.

• Purchase of one overhead hoist.

• Removal and disposal of the existing hoist.

• Installation and functional check of the new hoist.

• Compliance with the Performance Work Statement (PWS).

• Quotes must include the exact Make/Model of the hoist to be provided.

• Contract Type: Firm Fixed-Price.

• Award will be made using Simplified Acquisition Procedures.

• The government will not provide contract financing.

• Invoices will be processed via Wide Area Work Flow (WAWF).

• Submission Deadline: May 26, 2026, no later than 1200pm CST.

• Submission Method: Email quotes to najee.holland@us.af.mil and tiffany.driskill@us.af.mil. Do not use .zip files for submission.

• Quote Length: Limited to 5 pages or less.

• Quote Validity: Must be valid for 90 days.

• Evaluation Factors: Quotes will be evaluated on Technical Capabilities (Acceptable/Unacceptable) and Price. Both factors are weighed equally and must receive an 'Acceptable' rating for consideration.

• Required Information in Quote: Company Name, Point of Contact, Phone Number, SAM UEI, CAGE Code, Quote Expiration Date, Number of Employees, Total Yearly Revenue, Pricing Information, Delivery and Installation Timeframe.

• Set-Aside: 100% Small Business.

• NAICS Code: 333923 (Overhead Traveling Crane, Hoist and Monorail System Manufacturing) with a size standard of 1,250 employees.

• Registration: Offerors must be registered in the System for Award Management (SAM.gov).

• Solicitation FA462526Q1023 is issued as a Request for Quote (RFQ).

• The RFQ incorporates provisions and clauses effective through Federal Acquisition Circular 2026-01.

• The government reserves the right to cancel the solicitation.

• The government intends to award without discussions.

• Refer to the attached Performance Work Statement (Attach 3) for detailed technical requirements.

Performance Work Statement (PWS)

To require the removal and disposal of a current conventional maintenance hoist and the installation of a new hoist that meets specified capabilities at Whiteman AFB.

• Removal and disposal of the existing hoist (Yale Model WB105S20).

• Installation of a new hoist with equal or greater capabilities.

• The new hoist must meet specific technical requirements including:

  • Manufacturer: Yale YK Wire Rope or equivalent.
  • Lifting Capacity: 5 tons.
  • Voltage: 480v.
  • Lift Height: 25 feet.
  • Hoist Motor: VFD 2 Step Infinitely variable 2-20 FPM.
  • Trolley Gauge: 10 inches.
  • Motorized Trolley: 8-80 FPM VFD.
  • Control: Independently Festooned Push Button Station with a minimum span of 75 feet.
  • Electrification: Flat cable festooning suspended from C-Track.
  • Power Supply: 460V-3PH-60Hz.

• All materials and equipment must comply with OSHA, ANSI/ASME, and CMAA standards.

• Hoist, sling, and hook certification documents must be provided.

• Standard operating signals must be posted.

• Hoist engines, motors, conductors, and switches must be guarded.

• Self-locking brakes must be installed.

• Rated capacity must be permanently marked.

• Pendant station supported by cable/chain/rope, protected against electrical shock, and clearly marked.

• Remote operated hoists must stop if central signal becomes ineffective.

• Pendant and cab hoist controls for trolley/bridge movement must use compass points for identification.

• Electric traveling cranes must have an over-travel limit switch.

• New overhead and gantry cranes must meet ASME B30.2, B30.11, CMAA 70, or CMAA 74 standards.

• Work area must be free of foreign object debris upon completion.

• Functionality demonstration required (operable via button controller, lifts at least 4K lbs, complete range of motion).

• Installation to be completed within 120 days After Receipt of Order (ARO).

• Work to be performed during regular working hours (0730-1600) on weekdays, excluding Federal Holidays or Whiteman AFB down days.

• Coordination for escort and schedule will be set up after award.

• Security: Contractor personnel must wear appropriate badges, meet installation entry requirements, and submit requests for base identification. Specific information (Full Name, SSN, DOB, Driver's License, State, citizenship) is required for entry authorization.

• Health and Safety: Contractor must take reasonable steps to prevent accidents and preserve health and safety. Compliance with Air Force Occupational Safety and Health (AFOSH) Standards may be directed.

• Access: Contractor must obtain base identification and vehicle passes for personnel. Specific procedures for submitting requests and providing documentation (driver's license, registration, insurance) are outlined. Unescorted entry to controlled/restricted areas requires compliance with specific DAFI and DODMAN regulations. Failure to comply may result in withholding of final payment.
