Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal services to support the Army's Holistic Health and Fitness (H2F) System. The primary goal is to optimize Soldier readiness and lethality by improving physical and non-physical performance, reducing injury rates, and enhancing rehabilitation.

• The contractor shall provide Strength and Conditioning Coaches (SCCs) and Cognitive Performance Specialists (CPSs).

• Services will be provided in various locations including fitness centers, administrative areas, outdoors, ranges, field training environments, and Soldier Performance Readiness Centers (SPRCs).

• Work includes proactive health and wellness activities, injury prevention, and performance optimization services.

• SCCs and CPSs will be embedded within H2F Performance Teams at Brigade (BDE) or Area Support Team (AST) levels.

• Performance will be measured against standards outlined in the PWS, including specific requirements for deliverables, instruction quality, personnel qualifications, meeting attendance, and staffing rates.

• A Quality Control Plan (QCP) must be developed and implemented by the contractor.

• The contractor must adhere to a Quality Assurance Surveillance Plan (QASP).

• The contract will be a Firm Fixed Price (FFP) Task Order (TO) with a 5-month base period (including a 31-day entrance transition period) and four 12-month option periods.

• Places of Performance are detailed in Technical Exhibit 3 and include numerous Army installations across CONUS and OCONUS.

• Contractor personnel must meet specific education, certification, and experience requirements for SCCs and CPSs.

• Strict adherence to Government security requirements, including background investigations and Common Access Card (CAC) issuance, is mandatory.

• Contractors must comply with all applicable laws, regulations, and policies, including those related to data security, privacy, and ethical conduct.

• Specific training requirements (e.g., AT Level I, Cyber Awareness, SHARP, HIPAA) must be completed by contractor personnel.

• The contractor must provide all necessary services, supplies, equipment, and facilities not explicitly designated as Government Furnished Property (GFP).

This notice is issued by the Department of the Army, U.S. Contracting Command – New Jersey (CCNJ) for market research purposes. The government is seeking information on industry capabilities to provide non-personal service professional support for the Army's Holistic Health and Fitness (H2F) System. This effort is a potential follow-on to an existing Task Order under the 5th Generation IDIQ PLS MATOC.

The government is interested in sources that can provide Strength and Conditioning Coaches (SCCs) and Cognitive Performance Specialists (CPSs). These professionals will function as integrated members of a Brigade (BDE) or Area Support Team (AST)-based multi-disciplinary team to optimize Soldier readiness and performance. The work involves developing comprehensive, periodized education and services programs integrated with unit training calendars. SCCs and CPSs will be embedded at the BDE/AST level, working in military training environments, including gyms, ranges, and field training areas. Physical readiness is defined as the ability to meet physical demands and accomplish missions, while mental readiness is defined as the ability to meet mental demands of combat or duty.

The anticipated contract type is Firm Fixed Price (FFP) for five years, including a base year and four one-year option periods. The North American Industry Classification System (NAICS) Code is 541612, and the Product Service Code (PSC) is R408.
