Holistic Health and Fitness (H2F) System Athletic Trainers

Request for Information (RFI)

This RFI is issued by the U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO) to gather market research information. The government is seeking industry insights on providing qualified and certified Athletic Trainers (ATs) to support the Holistic Health and Fitness (H2F) System. This RFI is for information gathering only and is not a solicitation for proposals. The government will not pay for responses and they will not be returned.

• Service: Provide qualified and certified Athletic Trainers (ATs).

• Assignment: ATs will be assigned to designated units at the Brigade/Area Support Team (BDE/AST), Battalion (BN), or Company (CO) level.

• Locations: Services may be required in fitness centers/gyms, administrative areas, outdoors, ranges, field training environments, drop zones, and Soldier Performance Readiness Centers (SPRCs).

• Core Functions: Provide forward Musculoskeletal (MSK) care, early medical intervention, Injury Risk Mitigation (IRM), and performance optimization.

• Supervision: Medical treatment provided by ATs is subject to supervision by a privileged government healthcare provider, with primary oversight by a physician (MD/DO).

• Performance Direction: Under the control of the resourced unit BDE/AST Commander, in coordination with the Contracting Officer Representative (COR).

• NAICS Code: 621111, Offices of Physicians (except Mental Health Specialists)

• Size Standard: $16 Million (annual)

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide qualified and certified Athletic Trainers (ATs) to function as integrated members of Brigade-based or Area Support multi-disciplinary teams within the Army's Holistic Health and Fitness (H2F) System. The goal is to optimize Soldier readiness and performance, reduce injury rates, improve rehabilitation, and increase overall effectiveness of the Total Army.

• ATs will be embedded within H2F Performance Teams at approximately 82 Brigades and 1 Area Support Team across 24 military installations.

• Services include providing forward Musculoskeletal (MSK) care, early medical intervention, Injury Risk Mitigation (IRM), and performance optimization.

• ATs will work in military training environments (fitness centers, gyms, administrative areas, outdoors, ranges, field training environments, drop zones, and Soldier Performance Readiness Centers).

• Travel may be required locally within a 50-mile radius of the place of performance, and short-duration travel (50-250 miles) may be required for field training. Travel mileage reimbursement is not provided within a 50-mile radius.

• ATs will not be deployed outside the Continental United States (OCONUS) or to support long-duration training events in remote locations.

• Performance will be evaluated under a Quality Assurance Surveillance Plan (QASP).

• The contract is a Firm Fixed Price type.

• Specific metrics and acceptable quality levels will be detailed in Exhibit D, Performance Requirements Summary (PRS).

• Tentative period of performance: 60-day Phase-In, 7.5-month Base Period, and four (4) 12-month Option Periods.

• Places of performance are outlined in Exhibit B and Exhibit O.

• ATs must be qualified and certified, meeting DoD and DHA credentialing requirements.

• Services are considered personal services, creating an employer-employee relationship for the purpose of service provision.

• ATs must comply with all applicable laws, rules, and regulations, including those of the PWS, Athletic Training Board of Certification (BOC), and State's Board of Licensure.

• Strict adherence to security, data privacy (HIPAA, Privacy Act), and government property safeguarding is required.

• Specific training requirements include Antiterrorism Level I, iWATCH, OPSEC, Cyber Awareness, SHARP, and others as mandated.

• ATs must maintain current certifications, licenses, and health requirements, including immunizations.
