Scope of Work
This requirement is for the purchase and delivery of 2,385 gallons of 100 Low Lead (100LL) AVGAS and comprehensive support operations for the airshow, scheduled for April 18-19, 2026, with a rehearsal day on April 17, 2026. The scope includes:
- Delivery, transportation, and distribution of AVGAS.
- Coordination with Airshow Directors from contract award through 90 days post-event.
- Provision of all necessary materials, qualified personnel, and equipment (e.g., fuel trucks, hoses, nozzles, safety gear).
- Fueling support for specific aircraft, including B-25, C-47, P-40, P-47, and P-51.
- Ensuring fuel meets MIL-STD-3004 and ASTM D910 standards.

Submission & Evaluation
Proposals must be submitted in three parts: Technical Proposal, Price Proposal, and Past Performance. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) process.
- Technical Proposal: Must include a Certificate of Quality (CoQ) for AVGAS, a detailed Delivery Plan (transportation, pumping equipment, personnel), and a Safety & Environmental Plan (fueling operations, spill prevention/response). These factors are evaluated on a Pass/Fail basis.
- Price Proposal: Total, all-inclusive price, with a breakdown.
- Required Documentation: Capability Statement, Certificate of Quality, Delivery Plan, Safety and Environmental Plan, Price Proposal, Past Performance Documentation, and References.
