Scope of Work
The requirement, as detailed in the Statement of Work (SOW), is for the procurement of cardiac monitoring solutions to enable the Pawnee Indian Health Center (PIHC) to efficiently and effectively treat cardiologic patients in-house. This includes:
- Monitoring Devices: Provision of 24-48 hour Holter monitors, up to 30-day event monitors, and Mobile Cardiac Telemetry Monitors.
- Software: Supply of software for downloading and processing monitor data, ensuring data ingest to processed information is under 1 hour. Software updates must be provided at no additional cost and be HIPAA compliant.
- Accessories: Sufficient accessories for approximately 250/150 patients per year, including adhesive leads.
- Data Interpretation: Electronic posting of data, analysis, and interpretation for PIHC staff review within 1 hour of receipt.
Performance Standards & Requirements
Monitors must be capable of bidirectional communication with EMR (CPRS) and store 100% of ECG data, with analysis requiring a minimum of 3 leads. Comprehensive end-of-study reports are required for data exceeding 48 hours. All offered equipment must be U.S. Food and Drug Administration (FDA) approved and include a minimum one-year warranty. Contractor personnel must comply with security requirements, and all Electronic and Information Technology (EIT) supplies must meet HHS Section 508 accessibility standards (WCAG 2.0 Level AA). Training on monitor use and maintenance for PIHC staff is also required.
Submission Requirements
Interested Indian Small Business Economic Enterprises (ISBEEs) and other small businesses are highly encouraged to respond by submitting a capability statement that directly demonstrates their capacity and ability to provide the required cardiac monitoring solutions. Responses must include:
