Services are to be performed in the Veteran's place of residence or nursing home within VAPAHCS's catchment areas, covering Alameda, Calaveras, Monterey, San Benito, San Joaquin, San Mateo, Santa Clara, Santa Cruz, Stanislaus, and Tuolumne counties in California. Key patient care aspects include initial setup, ongoing patient/caregiver education, regular home visits (monthly for ventilator users, every 90 days for oxygen users), equipment maintenance, and 24/7 emergency services.
Performance Requirements
The contractor must meet or exceed The Joint Commission (TJC) or equivalent standards and comply with HIPAA, OSHA, and all Federal, State, and local regulations. Performance standards include a 30-minute telephone response for emergencies, 2-6 hour on-site response for emergency service calls, and initial setup on the same day if a prescription is received by 3:00 PM local time. Staffing must include Certified Respiratory Therapists (CRT) or Registered Respiratory Therapists (RRT) for initial setups and home visits. Contractors must have a facility or resources physically located within 50 miles of each medical center in the geographic service area.
