Scope of Work
This requirement covers comprehensive home oxygen services, including:
- Provision of all necessary supplies, materials, labor, supervision, transportation, patient education, safety management, and infection control.
- Setup, installation, and ongoing management of home oxygen and ventilation equipment (concentrators, liquid oxygen, gaseous systems, ventilators, air compressors).
- 24/7 emergency service capability and preventive maintenance on all equipment.
- Patient education on equipment usage and safety, and coordination for traveling Veterans.
- Services must comply with The Joint Commission (TJC) or equivalent standards.
- A Quality Assurance Surveillance Plan (QASP) outlines performance indicators for patient information, emergency services, assessments, quality of care, patient safety, critical events, and satisfaction.

Submission & Evaluation

Non-OEMs must provide an authorized distributor letter. Small businesses that are not OEMs must indicate compliance with limitations on subcontracting or the nonmanufacturer rule.
