Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the Department of Housing and Urban Development (HUD), specifically the Economic and Market Analysis Division (EMAD), with access to a dynamic real estate data and analytics database for housing market analysis. The goal is to support HUD's research, reporting, and provision of evaluations of local housing market conditions.

• Provide an online database of home sales data covering markets across the United States.

• The database should include data on new, regular resale, Real Estate Owned (REO), and existing homes, with options for aggregation by various geographies (nation, state, MSA, county, zip code) and time periods (monthly, quarterly, yearly, back to 2009 or earlier).

• Data should be filterable by price range, owner/buyer types, and structure types.

• Offer customized report generation and downloadable formats (e.g., .csv, .xlsx).

• Provide transaction-level data, including buyer/seller names, property address, sale details, and lender information (preferred).

• Ensure the platform is accessible, user-friendly, and supports individual user logins for up to 50 HUD staff.

• Provide a project manager for database assistance, including guidance, training, and a help desk.

• Offer optional group training sessions.

• Data must be updated at least twice per month.

• The online database must be accessible on HUD computers using standard, HUD-approved software.

• Reports must be downloadable in a digital format compatible with Microsoft Excel.

• The Contractor must maintain an adequate workforce for uninterrupted performance.

• A Quality Control Plan (QCP) must be developed and maintained by the Contractor.

• Period of Performance: Base period of 12 months, with four 12-month option periods, estimated from September 26, 2026, through September 25, 2031.

• Place of Performance: Data accessible on personal computers and HUD-issued computers; staff may work remotely or from assigned offices.

• Services are non-personal; the Government will not supervise contractor employees.

• The Government reserves the right to use and cite the data in its publications.

• Contractor personnel must wear identification badges and identify themselves when interacting with Government personnel.

• The Contractor must notify the Contracting Officer's Representative (COR) of substantial changes to the database.

• Usage reports are required quarterly.

Sources Sought Notice / Request for Information (RFI)

This notice is issued by the U.S. Department of Housing and Urban Development (HUD) for market research purposes to determine the availability and capability of contractors to provide a dynamic real estate data and analytics database. The database will offer online access to home sales data across the United States for HUD staff engaged in housing market analysis. The government is seeking information on potential solutions and contractor capabilities.

• An online database recognized as reliable and verifiable by HUD, lenders, and owners.

• Data to include home sales counts and prices for new and existing homes, broken down by month, year, sale type, structure type, price range, geography (states, counties), and buyer type.

• Historical data for a minimum of 10 years, with preference for data going back to 2009 or earlier.

• An online interface for accessing the database and building/downloading customizable tables (e.g., .xlsx, .csv).

• Access to transaction-level data is preferred.

• Project management.

• Database updates at least twice per month.

• Database access, maintenance, and user account management for up to 50 users.

• A common set of shared reports and individualized report customization.

• The contract is anticipated to begin in September 2026.

• The period of performance is planned for one base period of 12 months and four 12-month option periods.

• The contract will likely be a firm-fixed-price contract.

• Place of performance will be at the Contractor's facilities.

• This is a Sources Sought Notice (RFI) and not a solicitation for proposals.

• Interested vendors must submit a capability statement demonstrating commercial solution and technical experience.

• Capability statements must directly demonstrate the company's capability, experience, and ability to marshal resources.

• Responses are limited to ten pages.

• Responses must include company information, contact details, business size and status (NAICS 531390, size standard $19.5 million), DUNS number, CAGE Code, Tax ID, UEI, company structure, SAM registration, GSA Schedule information (if applicable), and details on government-approved accounting systems.

• Capability statements must be submitted via email to Monica.Brown@hud.gov no later than Thursday, March 26, 2026, 2:00 PM Eastern Time.

• Based on market research responses, the requirement may be set-aside for small businesses or procured through full and open competition.

• Submission of information is voluntary and does not constitute a commitment to award a contract.

• The government will not reimburse respondents for any costs incurred in preparing or submitting responses.

• Proprietary information should be identified as such.

• Telephone inquiries will not be accepted.

• No feedback or evaluations will be provided on submissions.
