Quick Summary
The Department of Housing and Urban Development (HUD), specifically its Economic and Market Analysis Division (EMAD), is conducting market research through this Sources Sought / Request for Information (RFI). The agency seeks to identify capable contractors who can provide a dynamic real estate data and analytics database for housing market analysis. Responses are due March 26, 2026, at 2:00 PM ET.
Purpose
This RFI aims to determine the availability and capability of contractors to provide an online database offering comprehensive home sales data across the United States. The objective is to support HUD's research, reporting, and evaluation of local housing market conditions.
Scope of Work
The required database should:
- Provide online access to home sales data (new, regular resale, REO, existing homes) covering U.S. markets.
- Allow aggregation by various geographies (nation, state, MSA, county, zip code) and time periods (monthly, quarterly, yearly, with historical data back to 2009 or earlier).
- Be filterable by price range, owner/buyer types, and structure types.
- Offer customized report generation and downloadable formats (e.g., .csv, .xlsx).
- Preferably include transaction-level data (buyer/seller names, property address, sale details, lender information).
- Be accessible, user-friendly, and support individual user logins for up to 50 HUD staff.
- Include a dedicated project manager for user assistance, guidance, training, and help desk support.
- Ensure data updates at least twice per month.
- Require the Contractor to maintain an adequate workforce and develop a Quality Control Plan (QCP).
