Wage Determination

• Minimum Wage Rates: Lists specific minimum hourly wage rates for a wide range of occupations, from administrative support and clerical roles to technical, health, and transportation occupations.
• Fringe Benefits: Indicates that fringe benefits are required and follow the occupational listing. Specific details on Health & Welfare benefits ($5.55 per hour, up to 40 hours/week) and Health & Welfare EO 13706 ($5.09 per hour, up to 40 hours/week) are provided.

Solicitation / RFP / RFQ

This solicitation seeks proposals for Structural Collapse Venue Simulator Services to support the R5 Homeland Response Force Sustainment CTE Support Services for the Ohio Army National Guard. The acquisition will result in a Firm-Fixed-Price contract.

• Provide all necessary personnel, equipment, tools, materials, supervision, and quality control for Structural Collapse Venue Simulator Services.

• Provide personnel managers, Area Command and Incident Command Role Players, and acting coaches.

• Personnel assigned must possess the necessary skills and expertise.

• Specific personnel requirements include: four paramedics with two ambulances (1 BLS/1 ALS) for medical support, a Structural Collapse Venue Simulator (SCVS) reset team, one experienced Area Commander, one experienced Incident Commander, and one experienced Role Player Manager.

• Provide blocking, bracing, and shoring lumber package, 20 mannequins and moulage kit for 60 role players, 60 twenty-two-pound bags of ice, two 20-yard and one 10-yard waste dumpsters, 15 porta johns, and 4 hand washing stations.

• Contractor is responsible for repairing any damage made during the contract duration.

• Quotes are to be submitted via email to Alan J. Cooper (alan.j.cooper8.civ@army.mil).

• Questions regarding interpretation must be submitted in writing via email to the Contract Officer.

• Evaluation Factors: Past Experience, Past Performance, and Price.

• The Government intends to award a single Firm-Fixed-Price contract.

• This is a small business set aside.

• The solicitation is issued under NAICS code 541990 as a 100% HUBZone Small Business.

• Offerors must be registered in the System for Award Management (SAM) and appear on the Excluded Parties List System (EPLS).

• Offerors need to be certified as HUBZone Certified Small Business.

• Service Contract Act is applicable. Current prevailing wage determinations are included.

• All information and amendments will be posted on SAM.gov.

• Offerors must submit representations and certifications electronically via SAM.gov.

Performance Work Statement (PWS)

To provide Structural Collapse Venue Simulator (SCVS) support services for the Homeland Response Force (HRF) Search & Extraction team's training event.

• Provide all personnel, equipment, and materials for SCVS services.

• Supply personnel managers, Area Command and Incident Command Role Players, and acting coaches.

• Offer Structural Collapse Venue Simulator (SCVS) reset team services, including reset/rescue training specialists and material handling equipment operators.

• Provide four paramedics with two ambulances (1 BLS/1 ALS) for medical support.

• Supply blocking, bracing, and shoring lumber packages, mannequins, moulage kits, bagged ice, waste dumpsters, porta johns, and hand washing stations.

• Repair any damage to the training site caused during the contract period.

• The contractor shall ensure SCVS is inspected and certified for use by May 28, 2026.

• Medical support and SCVS reset teams must be on-site by 8:00 am on training days.

• All contractor labor hours must be reported annually via SAM.gov.

• Period of Performance: May 28-31, 2026

• Place of Performance: Camp Dawson, 1001 Army Road, Kingwood, West Virginia 26537.

• All contractor personnel require REAL ID and must comply with installation access and security procedures, including background checks. Felony convictions prohibit installation access.

• OPSEC Level 1 and Awareness Training (AT Level 1) must be completed by contractor employees within 30 days of contract award.

• iWATCH training is required for employees performing within Army-controlled installations.

• Contractor employees must identify themselves as contractors and wear distinguishing badges.

• The contractor shall designate a Contract Manager (CM) present during the training days.

• Government has unlimited rights to all materials produced under this contract.

• Contractors must comply with policies regarding Organizational Conflicts of Interest (OCI).
