This is a market research notice seeking information to determine potential vendor participation for Hoods, Ducts, and Fire Protection Systems Maintenance & Repair Services at Andersen Air Force Base (AAFB), Guam. It is not a solicitation or request for proposal, and does not commit the government to any acquisition approach or contract award.

The contractor will be required to provide personnel, equipment, tools, materials, supervision, and quality control for recurring inspections, cleaning, minor repairs, and fire protection system certification of hoods and ducts on AAFB.

The anticipated NAICS Code is 561790 – Other Services to Buildings and Dwellings, with a size standard of $9M.

Performance Work Statement (PWS)

This PWS outlines the requirements for comprehensive maintenance, repair, and fire protection system certification services for hoods and ducts at Andersen Air Force Base (AAFB), Guam. The goal is to ensure the safe and proper operation of these systems, vital for kitchen and dining facilities.

• Provide all personnel, equipment, tools, materials, and supervision for recurring inspections, cleaning, minor repairs, and fire protection system certification of hoods and ducts.

• The contractor assumes total service responsibility for all identified equipment.

• Services include scheduled inspections, cleaning, minor repairs (material cost under $750), and fire protection system certification.

• Respond to service calls for system failures or malfunctions within one business day.

• Perform major repairs (material cost over $750) upon Government authorization and provide detailed repair quotes.

• Services must comply with applicable references, industry standards, NFPA Standards 17 and 96, manufacturer instructions, and federal/local laws.

• A Quality Control Plan (QCP) must be developed and maintained to ensure services meet PWS requirements.

• The Government will monitor performance via a Quality Assurance Surveillance Plan (QASP).

• Reports and documentation for all tests, inspections, and maintenance must be submitted to the COR.

• Period of Performance: 1 Base Period (7 months) and four (4) 12-month option years.

  • Base Period: July 1, 2026 – December 31, 2026
  • Option Years: January 1, 2027 – December 31, 2030

• Place of Performance: Andersen Air Force Base (AAFB), Guam.

• Work hours: Monday-Friday, 7:30 am to 11:30 pm, with advance approval required for exceptions.

• Security: Contractor personnel must comply with all installation access and security policies, obtain required identification (badges, vehicle passes), and undergo background checks. OPSEC training is mandatory.

• Quality Control: A detailed QCP must be submitted within 10 days of award.

• Personnel: Employees must possess required licenses for equipment operation. A Contract Manager (CM) must be designated.

• Environmental: Compliance with environmental laws, use of safe products, and maintenance of Safety Data Sheets (SDS) are required. Spill response and cleanup are the contractor's responsibility.

• Asbestos: Contractors must have a "Competent Person" on-site trained in asbestos handling and management.

• Reporting: Submit a Periodic Inspection and Preventative Maintenance (PI & PM) Program within 30 days of award. Submit inspection and repair reports as specified.
