Horizontal 400 L Sterilizers

Statement of Work (SOW)

To procure horizontal pressure autoclaves (sterilizers) for the treatment of regulated international waste and quarantine materials intercepted at the Detroit Field Office Ports of Entry (POEs). The goal is to reduce the cost of material removal by enabling on-site treatment.

• Procure up to 4 horizontal 400L capacity sterilizers.

• Three (3) sterilizers are designated for the Gordie Howe International Bridge.

• One (1) sterilizer is designated for the Area Port of Port Huron Bluewater Bridge.

• Sterilizers must meet specific requirements outlined in Section 4 of the SOW.

• Sterilizers must be capable of heating regulated garbage (RG) to an internal temperature of 212°F (100°C) and maintaining it for 30 minutes.

• Must have a built-in, automatic time and chamber temperature data logger/recorder.

• Must have a method to print or save data for logging; if separate software is required, its specifications must be outlined.

• Period of Performance: April 1, 2026.

• Place of Performance (Delivery Locations):

  • Area Port of Port Huron Bluewater Bridge: 2321 Pine Grove Avenue, Port Huron, MI 48080 (1 unit).
  • FUTURE Detroit Land Border Gordie Howe International Bridge: 380 S. Campbell St., Detroit, MI 48209 (3 units).

• Sterilizers must be capable of connecting to existing water supplies for filling and draining.

• Must be capable of operating on at least a 220V power supply (380V may require further installation).

• Purchasers prefer horizontal pressure autoclave models with 400L capacity.

• Government will provide water and electricity supplies in government-owned buildings.

• POE will supply a suitable delivery and storage area.

• No access to government systems, keys, or cards will be provided to suppliers.

• The work is unclassified; service providers will only have supervised access to the delivery area.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) under solicitation number 70B03C26Q00000058. The U.S. Customs and Border Protection is procuring horizontal 400L capacity sterilizers. The procurement is for commercial items and will be awarded to the offeror providing the Best Value to the Government.

• 400L Sterilizers (4 units total)

• Delivery to two locations: Port Huron Bluewater Bridge (1 unit) and Detroit Land Border Gordie Howe International Bridge (3 units).

• The specific requirements are detailed in the provided Statement of Work (SOW).

• Contract Type: Firm Fixed Price Purchase Order.

• Period of Performance: February 24, 2026, through May 30, 2026.

• Delivery Date: April 1, 2026.

• Quotes must be submitted via email to Shelly Julien (shelly.a.julien@cbp.dhs.gov) by February 19, 2026, at 11:00 am Eastern Time.

• Evaluation will be based on three factors: Factor 1 (ability to deliver specifications, reliability, and warranties), Factor 2 (past performance and delivery times), and Factor 3 (price/cost).

• Offers must demonstrate capabilities related to the SOW and RFQ requirements.

• The Government intends to award a contract without discussions, but reserves the right to conduct them.

• This procurement is Full and Open Market. All qualified, responsible sources may submit an offer.

• Offerors must be registered in the System for Award Management (SAM) at the time of offer and award.

• This solicitation incorporates provisions and clauses by reference. Full text may be accessed at www.acquisition.gov.

• All quotes must include a completed SF 18, pricing, delivery dates, capability statement, SAM UEI number, TIN, and contact information.
