Statement of Work (SOW)

To provide caretaking and boarding services for approximately twenty-four (24) horses utilized by the U.S. Border Patrol's Casa Grande Horse Patrol Unit. These horses are used for patrolling remote areas, often during inclement weather.

• Provide boarding and caretaking services for approximately 24 agency-owned horses.

• The facility must be located within 25 miles of Casa Grande.

• Services include feeding, administering medications, treating minor abrasions/injuries, and monitoring horse health.

• Maintenance of stalls, corrals, feed storage, and general facility areas to ensure a safe and clean environment.

• Maintenance of horse trailers.

• Stalls: Minimum 12'x12', preferably 12'x16', constructed of pipe (2" diameter or larger), minimum 5' high, with a 12'x12' covered awning. Inside stalls require an adjoining outside pen. Shed row or mare motel barns are acceptable.

• Stalls for government horses must be separate from other boarded horses.

• A sick/quarantine pen must be designated and separate.

• Stalls must be on ground free of debris, insects, or objects causing injury. Artificial surfaces require adequate shavings.

• Stalls must have fresh water and feed bins.

• An artificial light source must illuminate stall areas.

• A round pen (pipe or horse-safe material) is required.

• An area for cleaning/working horses with a hitching post and water source is needed.

• Secured tack area required.

• Adequate parking for trucks and horse trailers.

• Clean, covered feed storage area.

• Turn-out area made of horse-safe material, free of hazards.

• Stalls, round pen, and turn-out areas must be level with adequate footing.

• Adequate water runoff required for stalls, round pen, and turn-out areas.

• Barbed wire fencing is not permitted.

• An arena (minimum 100'x200') for training is required, with dust control.

• Facility must be secure and insured.

• Unrestricted access for Border Patrol required.

• A contact number for emergencies must be provided.

• Feeding twice daily minimum, with potential for additional feedings as directed.

• Contractor to maintain a log for each horse (medications, behavioral problems, services) and report abnormalities immediately.

• Daily maintenance log for the facility required.

• Place of Performance: Contractor Facility.

• Period of Performance: One base period (8/28/2026 – 8/27/2027) and four one-year option periods (through 8/27/2031).

• Government will supply grains, hay, grooming supplies, and miscellaneous vet supplies.

• Prior approval required for any person other than the qualifying contractor to access the facility.

• Contractor responsible for travel to/from the facility.

• No specific security classification level requirements; information is unclassified.

• Changes to SOW or cost increases require written approval from the Contracting Officer (CO).
