Purpose & Scope

The Apache-Sitgreaves National Forest aims to identify contractors capable of humanely capturing and removing horses from the Black Mesa and Lakeside Ranger Districts. The work involves gathering, handling, loading, holding, care, transportation, delivery, and facilitating the sale of horses. It also includes impounding and caring for branded, stray animals. A high priority is placed on animal welfare and personal safety, adhering to Arizona State laws.

The Forest is specifically interested in non-helicopter, low-impact methods such as:

  • Bait trapping
  • Water trapping
  • Remote monitoring or other low-stress capture systems
  • Behavioral-based methods to improve voluntary entry
  • Cost-efficient operational designs

A draft Statement of Work (SOW) outlines requirements, including:

  • Gather efforts to start within 60 days of contract award.
  • Holding animals for a minimum of 5 days for claiming, in COR-approved facilities within Arizona (max 3-hour travel from Overgaard) with a minimum 100-horse capacity.
  • Humane euthanasia guidelines for sick/injured animals.

  4. Additional Recommendations: Innovative techniques, suggestions for improving safety/efficiency/humaneness, and lessons learned from previous projects. Contractors are also asked to provide a non-binding, high-level estimate of effort or cost (e.g., $100K-200K, $200K-300K, or $100K-500K).
