This document details the specifications for a 4" NST Discharge Hose Assembly, Freshwater, for CLIN 0002, with a quantity of 12 EA.

• Dimensions: 4" I.D. x 4.83" O.D.
• Pressure Ratings: Working pressure of 350 PSI minimum and 450 PSI maximum; minimum 1,600 PSI burst pressure.
• Temperature Rating: -40 degrees (F) to 200 degrees (F).
• Material Resistance: Weather, oil, solvent, and mild acid resistant.
• Construction: Nitrile blend rubber outer cover with UHMWPE wrapped finish; nitrile rubber inner tube; minimum of four (4) high tensile dual static wire plies for reinforcement.
• Length: Supplied in 25-foot lengths (+12" / -12").
• End Fittings:
  • One end: 4" Male Pipe (NPT, 8 threads per inch), carbon steel (equal or equivalent to Dixon Part Number STC40CSHD).
  • Other end: 4" Male Hose (NST/NH 4 threads per inch) (Service Brass P/N 75 or equivalent) and 4" Female Hose Swivel (Ball Bearing) (NST/NH 4 threads per inch) (Service Brass P/N 73 or equivalent). Fittings shall be bronze.
• Coupling Attachment: Permanently/mechanically attached by crimping, utilizing a stainless steel ferrule in accordance with coupling manufacturer recommendation.
• Sealant: Loctite 562 Series Sealant required for all thread joints; Teflon tape or "plumbers putty" is not authorized.
• Marking: Manufacturer's name, contract number, and pressure rating on layline in permanent ink or molded into covering.
• Certification: Written certification required that hose assemblies have been hydrostatically tested at 600 PSIG with clean, fresh water for 30 minutes with zero leaks, weeps, end fitting slippage, and/or bulges. A copy of this certification must be sent to Code 135, Building 276, and Code 532.
• Specific Hose Models: Parker 7311NXT-4000 or Novaflex Oilfield Fracking Hose P/N: 3274BT(U)-04000-00 or equivalent.
• Packaging: Hose must be palletized.

This document outlines the precise technical specifications and requirements for the 4" NST Discharge Hose Assembly. Bidders must ensure their proposed product meets all listed specifications, including material, pressure, temperature, dimensions, fittings, and certification requirements. The government reserves the right to request a sample assembly for testing and evaluation. Code 269 will review offeror's specifications prior to award.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 13 using Simplified Acquisition Procedures (SAP). It seeks responses from qualified sources capable of providing NST Discharge Hose Assemblies (Freshwater, Part Number HCD400X50BBSBR and HCD400X25BBSBR). All items must be new. This solicitation is set-aside for small businesses.

• NST Discharge Hose Assembly Freshwater (Part Numbers HCD400X50BBSBR and HCD400X25BBSBR).

• Items must be new; no refurbished or used items will be accepted.

• Required Delivery Date (RDD): 15 days After Receipt of Order (ARO).

• Shipping Term: FOB Destination (quotes must include shipping cost).

• NAICS Code: 326220.

• PSC Code: 4720.

• Submission Deadline: April 30th, 2026, by 2:00 PM EST.

• Submission Method: Email quotes to tia.palmer@dla.mil.

• Evaluation: Award will be made based on Lowest Price Technically Acceptable (LPTA).

• Technical Acceptability: Requires a detailed (unpriced) capabilities statement and lead time for each item. Specifications must be provided if quoting a "like item".

• Price Reasonableness: Requires a breakdown of pricing and one of the following upon request: two invoices for similar parts, published price list/catalog, or contract numbers for similar items sold to government agencies.

• Quote Format: Submit in Microsoft Word, Excel, or Adobe PDF. Include prices, point of contact, business size, CAGE code, and payment terms. Quotes must be valid for a minimum of sixty (60) calendar days.

• This solicitation is set-aside for small businesses.

• Vendors must be registered in the System for Award Management (SAM) to be considered for award.

• Dimensions: 4" I.D. x 4.83" O.D.

• Working Pressure: 350 PSI minimum, 450 PSI maximum.

• Burst Pressure: Minimum 1,600 PSI.

• Weight: 2.70-2.80 LBS maximum per foot without coupling.

• Temperature Rating: -40 degrees (F) to 200 degrees (F).

• Material Resistance: Weather, oil, solvent, and mild acid resistant.

• Construction: Nitrile blend rubber outer cover with UHMWPE wrapped finish; nitrile rubber inner tube; minimum of four (4) high tensile dual static wire plies for reinforcement.

• Length: Supplied in 50-foot lengths (+12" / -12").

• End Fittings:

  • Each hose assembly requires permanently/mechanically attachable 4" male pipe (NPT, 8 threads per inch) fittings made of carbon steel (equal or equivalent to Dixon Part Number STC40CSHD).
  • Couplings must be permanently/mechanically attached by crimping with a stainless steel ferrule.
