• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-4, and 52.212-5.

This document supplements FAR 52.212-1, "Instructions to Offerors – Commercial Items," for a requirement to be awarded using FAR Part 12 (Acquisition of Commercial Items) and FAR Subpart 13 (Simplified Acquisition Procedures). Interested vendors are instructed to submit quotations to NAVSEA Service Contracts Division.

Vendors must provide:

• Proof/certification of compliance with required certifications and qualifications outlined in solicitation attachments.

• Information enabling the government to evaluate proposed products against requirements.

• Quotes shall be held firm for sixty (60) days.

• Submit quotations via email to michelle.r.augustus.civ@us.navy.mil by the solicitation closing date.

• Proposal content must include:

  • Technical Capability
  • Price Submission
  • Acknowledgement of any amendments

• Price Submission requires one original signed copy of the completed Standard Form (SF) 1449, and any executed Amendments and Representations and Certifications.

• Questions regarding solicitation requirements must be submitted via email to michelle.r.augustus.civ@us.navy.mil by April 17, 2025.

• Questions received after this date may not be answered.

This document is a Certificate of Compliance (NAVSEA) form (OCT 2018) that requires contractors to certify that materials furnished under a contract or order meet all applicable requirements, including specifications, drawings, preservation, packaging, packing, marking, and physical item identification. It is intended to accompany shipments and ensure compliance with contract terms.

• Contractor certification of material compliance.
• Statement of compliance with drawing, specification, and contract/order requirements.
• Requirement to state company name, contract/order number, drawing/specification number, and date.
• Acknowledgment of potential prosecution under Title 18, United States Code, Section 1001 for false certification.
• Specific fields for contract details, item identification (including NSN, part number, serial number, lot/heat numbers), and inspection/test reports.
• Signature, typed name, and title of a legally authorized representative or Quality Assurance Official.
• Instructions for submission, including mailing to Norfolk Naval Shipyard and delivering one copy with the material.

Bidders must understand that this certificate is a mandatory requirement for material compliance. Failure to provide it at the time of shipment may result in material rejection and return at the contractor's expense. This form must be accurately completed and submitted as instructed to ensure smooth receipt and payment for delivered items.
