Scope of Work

The selected hotel will provide:

• Venue: A five-star hotel in Jakarta, free from renovation work during the event.
• Meeting Package: Full-day meeting services for approximately 110 attendees on May 18-19, 2026, including one lunch and two coffee breaks daily. A half-day package is required for May 20, 2026. The conference room must be pillar-free, accommodate 110-120 people, and be equipped with two projection screens, LCD projectors, flip charts, whiteboards, markers, stationery, water, space for an interpreter booth, good internet, a clicker, a pointer, a sound system, and technical assistance.
• Lodging: 30 standard twin-bed rooms (for 2 people each) for four nights, from check-in on May 17, 2026, to check-out on May 21, 2026. Rooms must include free breakfast for two, free laundry (up to 4 pieces/day), mineral water (up to 10 bottles/day), a security safe, and free parking for 60 participants. Note: Payment for lodging services will be made directly by USG travelers.

Contract Details

• Contract Type: Firm Fixed-Price Purchase Order/Contract.
• Payment Terms: Net 30 days after receipt of services and proper invoice.
• Billing: Final invoice should list a "conference package" or "conference facility fee."
• VAT: Services are VAT-exempt and will not be charged.

Eligibility & Set-Aside

This opportunity has no specific set-aside designation. However, bidders must meet the following eligibility criteria:

• Be a hotel chain company with active operations and a registered office in Indonesia.
• Possess an established business presence in Indonesia with a permanent address and registered phone number.
• For quotations exceeding USD 30,000, bidders must have active registration in SAM.gov and a valid NCAGE code.

• Submission Deadline: April 28, 2026, at 10:00 PM GMT+7.

• Offer Contents: Completed SF-1449 cover page, Section 1 (Pricing), and information demonstrating ability to perform (Project Manager, business evidence, 3 client references, venue details, security posture, licenses/permits).
• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible offeror. Evaluation will consider price, technical compliance, and contractor responsibility (financial resources, performance ability, integrity, organization, experience, equipment, and eligibility). The government reserves the right to reject unreasonable offers.
