This document is a combined synopsis and solicitation for pest control services for the Virgin Islands National Park (VIIS). • Required Submissions: Completed SF-18 and Pricing Table/Schedule, contractor response sections of 52.204-24, Technical Approach for Services, and a formal quote on company letterhead.

• This solicitation is a 100% Small Business Set-Aside.

• A site visit is scheduled for May 11, 2026, at 10:00 AM Local Time at the Virgin Islands National Park – Visitor Center. Attendance is optional but strongly encouraged. Vendors must email intent to attend.

This document is critical for bidders to understand the minimum labor costs associated with performing services under a government contract in the specified geographic area. Statement of Work (SOW) / Performance Work Statement (PWS)

To manage pests that impact the integrity and accelerate damage of park structures, and could affect human health and safety. This includes regular treatments for annual outbreaks and response to emergency infestations.

• Focus on common pests including ants, fire ants, subterranean termites, dry wood termites, termites spp., rodents, spiders, and scorpions.

• Perform monthly spot treatments, pest removals, and other services for interior and exterior building portions.

• Monitor buildings and properties for potential termite outbreaks during monthly treatments.

• Advise the park on treatment plans for large-scale eradications (e.g., tenting), but will not execute without park superintendent approval.

• Respond to and correct emergency outbreaks or infestations between monthly treatments.

• Period of Performance: Twelve (12) months from the date of award.

• Work Hours: Daylight hours, Monday through Friday, unless otherwise approved.

• Locations: Services will be performed on-site at various National Park Service properties including Lind Point Housing Community, Caneel Bay, Cinnamon Bay, Centerline Road, Catherineberg, and Mandahl.

• Reporting: Submit applicator name/address, location treated, pests targeted, date/time of application, pesticide details, application rate, and total area treated after each service.

• Deliverables: Monthly Service Report, Emergency Response Report (as needed), MSDS/SDS for all pesticides (at award + updates), and Calibration Records (upon request).

• Emergency Response Timeframe: Within 24 hours of notification.

• Equipment: All equipment must be in good operating condition, calibrated, and maintained according to manufacturer instructions. Failed equipment must be replaced/repaired.

• Safety: Report spills of hazardous materials immediately; contractor is financially responsible for cleanup. Post warning signs for harmful pesticides.

• Materials & Supplies: Must be in good condition, suitable grade, and of the highest quality.

• Modifications: No structure modification without preapproval from the historical preservation manager.

• Pesticide Use: No pesticides in food storage/cooking areas. Use only NPS pre-approved pesticides in accordance with Federal, territorial, and local laws.

• Staffing: Services to be performed by certified applicators. Contractor must provide proof of business license and Pesticide Application Certification prior to contract award.

• Coordination: All services to be coordinated with the COR or authorized park representatives.

• Quality Control: Contractor must meet with the COR to discuss work and resolve any performance discrepancies promptly.
